JOB SUMMARY
: Under the supervision of the Lead Eligibility Specialist (LES), the Eligibility Specialist will be responsible for the recruitment, certification and tracking of children and families in the California Department of Education (CDE) California State Preschool Program (CSPP) and California Department of Education (CDSS) General Childcare (CCTR) herein referred to as the state programs. The Eligibility Specialist is responsible for maintaining confidentiality and compliance with funding regulations. This role requires a high level of attention to detail and ability to interact positively with families, and key stakeholders during audits (internal and external) and ECE Administrators. The Eligibility Specialist will work in collaboration with the ECE Directors, Program Support Specialist, and ECE Administrative Teams to ensure that required documentation and reporting data is complete and accurate. This role requires a flexible, rotating schedule at each of the three Early Education Centers as assigned, with the primary job location being in Duarte.BENEFITS

QUALIFICATIONS
Proven experience with eligibility-based contracts and funding. Ability to understand and execute state regulations per training provided. 2 years minimum experience working in an eligibility capacity, Early Education preferred but not required. Customer service focused on excellent people skills, including verbal and written communication skills. Strong analytical skills; resourceful, reliable, multitask oriented; strong administrational skills; able to adhere to strict deadlines. Able to adapt to changing priorities and to re-prioritize on short notice when needed. Able to handle confidential information and act accordingly. Strong computer literacy includes proficiency in Microsoft Office applications as well as the ability to adapt quickly to industry-specific software. Must be able to comprehend and communicate program and compliance related concerns to Senior Vice President, Programs, Program Support Manager, and ECE Directors. Current CPR/First Aid certificate, background clearance, TB test, required immunizations and fingerprint clearance are required for the position. This role requires participation in formal and informal instruction related to ECE policy and procedure, Title 22 and state 5 regulations, pertinent Maryvale ECE required training, CDE & CDSS trainings, and may require periodic travel to attend conferences or trainings relevant to role. Eligibility Specialist may need to be available odd hours to meet the schedule of families and will be required to work at each center location as needed, including nights and weekends. Proficiently bi-lingual in English and Spanish (verbal and written) is preferred.ESSENTIAL JOB DUTIES
The Eligibility Specialist will be responsible for covering the front desk for at least part of their shift daily, and therefore must provide excellent customer service, and be able to provide general information to families regarding rates, program activities, and daily schedule. This role requires a general working knowledge of all Maryvale programs, in order to efficiently connect customers to other Maryvale departments/programs. Recruit eligible families for program enrollment, maintain eligibility lists in accordance with enrollment priorities and continuously seek out eligible families to ensure maximization of the state contracts. The Eligibility Specialist is required to attend at least one recruitment event per month, speaking to all Maryvale programs with confidence. In addition to recruitment events, the Eligibility Specialist is responsible for completing outreach in the community by sharing flyers and conducting presentations about Maryvale. Conduct thorough family interviews in a compassionate and objective manner, collecting all required documentation at the time of the interview to ensure compliance and timely enrollment. Process all paperwork in a timely manner, and ensure file is complete, and without errors prior to certifying families for childcare services. Work together with the ECE administrative team and families to coordinate a timely start date, with the Center Director providing approval once the CCL file is complete. The ECE Director is responsible for the CCL packet; the Eligibility Specialist is responsible for the eligibility/family file. All families are to be enrolled based on the most current funding terms and conditions and according to state program eligibility and need criteria. Maintain an adequate supply of enrollment materials at all centers as needed and ensure that materials are available as needed for administrative staff to issue to families. Communicate at all levels in a clear, concise manner, consistent with the Maryvale Communication Policy. Communication via email is preferred. Make and return phone calls to families within 24 hours - document conversations in the family file case notes or via email to the appropriate staff member. Document in writing any problems or concerns of families enrolled in program - document case notes in the family file. Monthly hours and attendance tracking completed by the 4th of each month for reporting. Complete weekly audits of the attendance sheets to ensure that families are signing in and out each day with a full signature and accurate times. Communicate with families in a timely manner when there is missing information in the attendance sheet and ensure that all missing information is accurate prior to completing the attendance tracker. Complete the attendance tracker after the attendance sheets are audited weekly, and ensure that the best interest days, and excused absences are tracked. Work together with the Program Support Specialist (PSS) to ensure that all families responsible for a family fee have been notified at the time of certification, and that the PSS has all the information needed to bill the family fee. The Eligibility Specialist is responsible for communicating the fee to the family and providing the information to the PSS in a timely manner. The PSS is responsible for processing the family fees in compliance with Tuition Express Procedures. Issue notice of actions terminating families for failure to comply with program requirements, as outlined in the family handbook. Prepare monthly and quarterly reports assigned. Provide coverage as scheduled at the front desk (reception) and receives signs in and announces all visitors. Maintain records of cash received at the front desk, and complete daily deposits, as needed. Reconcile the food program daily counts in accordance with the food program procedure for all centers. Provides general office support with a variety of clerical tasks as assigned, including filing, copying and generating forms and communication materials related to the state programs. Communicate with Director and Program Support Manager immediately regarding any issues regarding program or child safety - the Eligibility Specialist is a mandated reporter. In an emergency, including low staffing, the Eligibility Specialist will be assigned to an ECE classroom to provide care and supervision, under the guidance of a fully qualified teacher. This role also requires the Eligibility Specialist to complete a minimum of 21 hours of Professional Development annually. Other duties as assigned.PHYSICAL DEMANDS
