$20-$25/hour Position Summary The Housing Choice Voucher (HCV) Specialist is responsible for administering assigned caseloads within the Authority's Housing Choice Voucher Program and related housing assistance programs. This position performs eligibility determinations, certifications, recertifications, income calculations, participant communications, and compliance activities in accordance with HUD regulations and agency policies. The HCV Specialist plays a critical role in maintaining program integrity, ensuring regulatory compliance, and providing high-quality service to applicants, participants, landlords, and community partners.
Duties and Responsibilities:

  • Administer an assigned caseload of Housing Choice Voucher participants.
  • Conduct initial eligibility determinations and participant briefings.
  • Process annual recertifications, interim adjustments, and program transfers.
  • Calculate rent portions, housing assistance payments, and income eligibility.
  • Maintain complete and accurate participant files. Applicant & Participant Services
  • Respond to inquiries from applicants, participants, landlords, and the public.
  • Explain program requirements, policies, and participant responsibilities.
  • Assist participants in maintaining program compliance.
  • Provide professional and courteous customer service. Compliance & Quality Assurance
  • Ensure compliance with HUD regulations and agency policies.
  • Verify income, assets, family composition, and eligibility information.
  • Review documentation for completeness and accuracy.
  • Assist with file reviews, quality control inspections, and SEMAP preparation.
  • Identify and report compliance concerns to supervisory staff. Waiting List & Leasing Support
  • Assist with waiting list administration and applicant processing.
  • Coordinate issuance of vouchers and leasing activities.
  • Monitor deadlines and ensure timely completion of required actions.
  • Support efforts to maximize voucher utilization. Recordkeeping & Data Management
  • Maintain accurate participant information in agency software systems.
  • Prepare correspondence, notices, and program documentation.
  • Ensure timely and accurate data entry.
  • Maintain confidentiality of participant information. Cross-Department Collaboration
  • Coordinate with occupancy staff, property operations staff, and finance staff as needed.
  • Assist with special projects and program initiatives.
  • Participate in staff training and professional development activities. Minimum Qualifications Education High School Diploma or equivalent required. Associate's degree in Business Administration, Public Administration, Human Services, Social Services, or related field preferred. Experience
  • Minimum one (1) year of experience in housing programs, public assistance programs, property management, customer service, social services, administrative support, or related field.
  • Experience with HUD programs, Housing Choice Voucher administration, or affordable housing preferred. Knowledge, Skills & Abilities
  • Knowledge of customer service principles and administrative procedures.
  • Ability to interpret and apply regulations, policies, and procedures.
  • Strong attention to detail and accuracy.
  • Strong organizational and time management skills.
  • Ability to manage multiple assignments and deadlines.
  • Effective verbal and written communication skills.
  • Proficiency with computer systems, databases, and office software.
  • Ability to maintain confidentiality and professionalism.
