Job Description

Financial Workers are responsible for determining eligibility and providing ongoing case management for public assistance programs, including food support, cash assistance, and health care programs. Financial Workers conduct interviews, assist individuals in understanding intricate program requirements, validate information, and process documentation. They ensure program compliance by interpreting and applying complex state and federal policies, while maintaining accurate case records. Current vacancies exist in Duluth, MN. This list may be used to fill future Duluth vacancies that arise. The salary range reflected above is the normal hiring range for 2026. The full salary range, including longevity pay, is $23.96 - $32.96 per hour. This position is part of the Civil Service Basic Unit Employees Collective Bargaining Agreement represented by Council 5 of AFSCME. St. Louis County does not participate in E-Verify. All employees must be continuously authorized to work in the United States , for St. Louis County, on a full-time basis. St. Louis County does not provide sponsorship for employment visas. An employee in this class is responsible for administering and authorizing the accurate disbursement of Federal, State and County funds for public assistance programs.
Duties include:
Interviewing clients, verifying information, entering and maintaining client information on applicable computer systems, and assessing and referring clients to outside agencies and programs when appropriate. The work is performed in accordance with State, Federal and County guidelines and procedures under the supervision of a unit supervisor. These work environment factors are general in nature and may vary depending on the specific position being filled.
CONSTANT
: Sedentary, indoor work; sit; use fingers; contact with the public/clients.
OCCASIONAL
: Lift up to 10 pounds; use of general office equipment which may include telephone, personal computer, calculator, etc.
MINIMUM QUALIFICATIONS
(Pass/Fail): High School graduation or equivalent, AND possession of a valid driver's license, if needed.
RATING SYSTEM
Computerized Written Assessment will be 100% of the scoring process: After submitting an application, applicants meeting the minimum qualifications will receive a notification via email with more information about the computerized written assessment. Both in-person (by appointment only) and virtual testing will be offered. Note:
The Computerized Written Assessment must be completed by Wednesday, July 15, 2026. To participate in the online computerized written assessment, you must have readily available picture identification, laptop or desktop computer, web cam and microphone. Calculators are permitted. However, digital cameras and other communication devices containing calculator functions are NOT permitted. Please allow 1 hour for this assessment.
