This position will be part of MNIT's Human and Social Digital Services (HSDS) team, which supports agency teams at these state agencies: Department of Human Services (DHS), MNsure, the Department of Children, Youth, and Families (DCYF), and Direct Care and Treatment (DCT). The
MNIT HSDS
team combines development and IT operations with a DevOps approach to ensure the reliable and efficient delivery of critical technology systems that serve counties, families, and individuals across Minnesota. Job Summary We will be filling two vacancies from this one posting. All applicants will be considered for both vacancies. As an Access Management Specialist 3, you will analyze, implement, and maintain information security administrative and technical strategies and mechanisms that protect enterprise systems and safeguard client privacy. Identify and recommend corrective actions and enhancements to comply with the policies and standards of Minnesota IT Services (MNIT Services), MNIT Human and Social Digital Services (MNIT HSDS), Department of Human Services (DHS), MNsure, Department of Children, Youth, and Families (DCYF) and their associated state law, federal law, and professional industry standards. Maintain multiple security databases and management reports, assist with audits, provide statewide user and security liaison (Ex. State, County, Tribes, Managed Care Organizations (MCOs), Consultation Service Providers (CSP), Volunteer Organizations (VOLAGs), etc.) support in maintaining access and compliance. To participate in a variety of projects on behalf of MNIT and the agencies we serve in support of their efforts to serve Minnesotans in need. This position is telework eligible for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles of less from the primary work location to be eligible for telework. Telework arrangements and policy updates may be adjusted based on business needs. Qualifications Minimum Qualifications To qualify, candidates must clearly show all of the following qualifications in their resume. Resume tips available here : Position requires a minimum of three (3) years of IT related experience involving responsibilities that support secure user access, uphold security standards, and ensure proper authorization across systems.
Experience must include:
Managing user identities and access control, such as ACF2, mainframe security tools, Active Directory, UNIX authentication, or other identity management solutions. Applying information security policies and technology standards, including supporting compliance with state or federal requirements and assisting with risk or business analysis. Providing technical support for user and workplace technologies, such as configuring or troubleshooting desktops/laptops, supporting applications, or working in a helpdesk/service desk environment. Ability to analyze and resolve technical issues independently, including gathering relevant information, researching solutions, collaborating with teammates across differing technical areas, and determining shortterm or longterm resolutions. Demonstrated ability to manage workload in a fast-paced or complex environment, prioritize multiple competing demands, distinguish urgent vs. noncritical issues, and communicate effectively with customers and team members. Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding. Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences. Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months. Preferred Qualifications Experience using ServiceNow or similar IT service management tools, including ticketing systems for tracking and resolving customer requests. Knowledge of DHS systems, their interdependencies with MNIT Services, and general understanding of county agency functions, procedures, authorities, and responsibilities. Experience or knowledge of applications used by health and human service agencies across Minnesota, including understanding of applicable health and human services laws. Broad understanding of information security concepts, principles, and risk management, including familiarity with the Information Security Common Body of Knowledge and other recognized security frameworks. Experience training, presenting, or communicating technical information to large groups with diverse levels of subject matter knowledge. Relevant information security certifications, such as CISSP, CISA, MSCE, BCP, CNE, or other widely accepted industry credentials. Ability to collaborate effectively with business partners and technical teams, demonstrating strong communication, problem-solving, and customer service orientation across varied organizational areas.
