Why does the job exist? Under the supervision of the New Mexico Department of Veterans¿ Services Field Services Director, provides information and assistance to veterans and/or their dependents in obtaining benefits through federal, state and local avenues. Prepares and submits claims, arguments and appeals per federal and state statutes on behalf of veterans and/or their dependents. Researches, interprets and implements changes in laws pertaining to veterans¿ benefits. Work involves counseling and assisting veterans and their dependents or beneficiaries regarding benefits. May provide guidance to others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. This position will maintain current knowledge of and accreditation in accordance with the Title 38 CFR 14.629 and eligibility of benefits under New Mexico Laws of 1978 as amended. The VSO determines eligibility for state and federal benefits in accordance with the Department of Veterans Affairs and the Veterans Administration, Title 38 Laws Appeals process. How does it get done? Will be required to take and pass the Certified Veterans Advocate training. Review and analyze denied claims to determine the basis for denial and assess the potential for a successful appeal. Understands, interprets and applies complex laws and regulations on the rights and benefits to which veterans and their dependents are legally entitled. Provides direct client assistance regarding interpretation or more complex eligibility criteria, applications, and supporting documents for state and federal benefits. Obtains power of attorney from veterans' clients and acts in accordance with the Code of Federal Regulations Title 38 CFR Section 14.630-14.632. Speaks, writes and interviews effectively in a variety of locations and circumstances. Listens attentively and asks pertinent questions to provide information and assistance to veterans and/or their dependents in obtaining benefits through federal, state and local avenues. Analyzes and evaluates problems of individual veterans and their families and recommends effective solutions or alternatives. Speaks effectively before groups at meetings in the office with veterans' service organizations and other interested groups and conducts briefings and/or presentations on benefits, employment, and training opportunities for veterans. Prepares clear and concise correspondence and maintains records in veteran specific databases. Establishes and maintains effective working relationships with those contacted throughout the course of work. Gathers, records, and evaluates information necessary for initial and continuing eligibility entitlements for a variety of veterans and/or dependent benefits. Effectively manages a veteran caseload of at least one hundred (100) cases that may take years to resolve. Follows up on pending claims and advises clients of status and articulates complex decisions and benefits to all veterans and their families. Who are the customers? The Veteran Service Officer will process complex state and federal benefit claims for veterans and eligible dependents in accordance with state and federal regulations, rules policies/procedures. Ideal Candidate The Veteran Service Officer will process complex state and federal benefit claims for veterans and eligible dependents in accordance with state and federal regulations, rules policies/procedures. Minimum Qualification High School diploma or equivalent and four (4) years of experience in eligibility interviewing, case management, medical reporting/coding/billing, or legal office experience. Two (2) years of which must be experience as a certified Veteran Service Officer by the NACVSO. One (1) year of which must be in project management, case management, program management, and personnel management. Three (3) years of active-duty service in the Armed Forces with an honorable character of service will substitute for the required experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling four (4) years may substitute for the required experience. Must be certified as a Veteran Service Officer by the NACVSO in accordance with the Code of Federal Regulations Title 38 CFR § 14.629 and obtain and maintain a VA Personal Identification Verification card within one (1) year of hire. Employment Requirements This position requires certification and training through the Veterans Administration for the National Association of County Veteran Service Officers. Applicant must be able to pass a background check conducted by the Veterans Administration and must be able to gain access to military installations. Working Conditions Office setting, exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Ability to travel to alternate locations in the course of work. Must have a valid New Mexico driver's license and the ability to quality for and maintain a state driver authorization.
