Job Description

The Chautauqua County Department of Mental Hygiene & Social Services is seeking qualified applicants for a Social Welfare Examiner (Spanish Speaking) position in our Dunkirk office. This position plays a critical role in helping individuals and families access public assistance programs and services. The successful candidate will work directly with applicants, particularly Spanish-speaking clients, to determine eligibility for assistance programs, explain available services, and ensure compliance with program requirements. As a Social Welfare Examiner, you will: Interview applicants and review applications for public assistance programs Determine financial eligibility and categorical eligibility for assistance programs Review and verify documentation to ensure accuracy and completeness Prepare and calculate benefit budgets and eligibility determinations Explain program requirements, benefits, and applicant responsibilities Inform clients of available social services and community resources Refer clients to appropriate services including housing, employment, legal, medical, and supportive programs Process eligibility redeterminations and ongoing case reviews Conduct six-month eligibility interviews and maintain case records Recommend emergency assistance when appropriate Answer client questions and maintain accurate records of communications Participate in staff meetings, training programs, and team activities Conduct occasional home or hospital visits when necessary to determine eligibility Assist Spanish-speaking clients through all stages of the eligibility process Successful candidates will demonstrate: Fluency in both English and Spanish Strong customer service and communication skills Attention to detail and accuracy Ability to interpret policies, procedures, and regulations Sound judgment and problem-solving abilities Ability to work effectively with individuals from diverse backgrounds Strong organizational and time-management skills
Minimum Qualifications:
Graduation from high school or possession of a high school equivalency diploma and one of the following: Successful completion of at least 60 semester credit hours at a regionally accredited or New York State registered college or university; OR Two (2) years of experience examining, investigating, or evaluating claims for assistance, veterans' benefits, unemployment benefits, insurance, or a similar eligibility-based program; OR An equivalent combination of education and experience, with one year of experience equal to 30 semester credit hours.
Language Requirement:
The ability to communicate effectively in both English and Spanish is required. Bilingual communication skills will be assessed by the appointing authority and/or supervisor during the probationary period.
Appointment Information:
This position is being filled on a provisional basis pending the administration and establishment of an eligible list from a future Civil Service examination for this title.
Pay:
$22.94 - $29.52 per hour
