Position Description Job Title:
Eligibility Referral Specialist II (ERS II) Starting hourly rate: $22.57 per hour
Summary of Essential Duties:
The primary purpose of the Eligibility Referral Specialist II position is to interview applicants to determine initial and ongoing eligibility for one or more agency programs and services, including public assistance, workforce, childcare and adult protective services. This position conducts interviews, redeterminations, and assessments of customers to identify needs and develop appropriate plans that promote self-sufficiency and employment. The ERS II plays a key role in Workforce Development Programs , including SNAP Employment & Training (E&T) , TANF Work Activities , WIOA , and CCMEP .
Duties in this area include:
Conducting comprehensive assessments to determine employability, barriers, and supportive service needs. Developing, monitoring, and updating individualized employability or self-sufficiency plans for customers enrolled in workforce programs. Providing case management services to WIOA and CCMEP participants, including goal setting, progress tracking, coaching, and ongoing support to ensure successful program completion. Referring customers to appropriate work experience, job search, education, and training opportunities. Monitoring compliance with assigned work activities and documenting participation hours and progress in accordance with program requirements. Maintaining accurate case notes and documentation to ensure program compliance with federal and state requirements. This position may also perform Adult Protective Services (APS) functions, including investigating reports of abuse, neglect, or exploitation involving adults age 60 and older, assessing risk and service needs, developing case plans, coordinating supportive services, and maintaining detailed case documentation in accordance with program standards and timelines.
Other Duties:
Process overpayments and under issuances. Initiate referrals with community service providers, including childcare, training programs, and supportive services. Verify and maintain documentation of childcare provider certifications and eligibility for subsidized care programs. Attend state hearings as required. Assist and screen incoming agency customers. Collaborate with OhioMeansJobs (OMJ) Center staff, training providers, and community partners to connect customers with employment, education, and training opportunities. Provide guidance and support to customers regarding job readiness, retention, and overcoming barriers to employment. Attend training sessions, unit meetings, and professional development opportunities to maintain and enhance knowledge of agency programs, workforce initiatives, and licensing requirements. Assist local employers with hiring, training and retention needs. Perform other duties as assigned.
Position Qualifications:
Education, training, and/or experience in any of the following: Behavioral or Social Science Interviewing techniques Workforce or Employment Services Computers - Microsoft Office Customer service techniques Business Math Business English Regular and predictable attendance is a requirement of the job.
