This position will work primarily at our Downtown and East county Primary Care Clinics, screening clients for Medicaid eligibility, providing application assistance to enrollees of the Oregon Health Plan (OHP), maintaining quality control of submitted applications and change requests, and connecting clients with medical care at Outside In or in the community. The Bilingual Outreach & Enrollment Specialist will also support outreach efforts in the community when scheduling allows. Essential Duties Engage as a member of a patient-centered, primary care, medical team. Provide trauma-informed and culturally appropriate reception to all clients. Maintain an environment conducive to patient comfort, safety, and confidentiality. Become a certified OHP Application Assister within one (1) month of hire. Assist qualified clients applying for and navigating health insurance benefits through the Oregon Health Plan or Marketplace via phone, video, or in-person at clinic sites or in the community Submit applications, renewals, change requests, and verifying documents and ensure their successful processing by keeping up to date on state workflow changes Maintain accuracy of the Database and EHR system (when applicable) Assist in updating documents, workflows, forms, and eligibility guidelines in training documents and internal organization folders, and help educate staff of changes. Record and communicate insurance information or changes to Billing Dept. or other relevant clinic personnel via Epic (EHR) and possibly schedule appointments for new patients. Conduct Outreach to uninsured patients and help established patients maintain enrollment to increase clinic volume and revenue Work collaboratively with a small team, sharing tasks, workstations, clients Represent Outside In at relevant collaborative meetings when needed, and all required trainings held by the Oregon Health Authority. Answer phone calls and respond to messages via phone, Microsoft Teams, Epic or Outlook email in a professional and timely manner. Provide referrals for clients to various community agencies, Marketplace navigators, other resources Knowledge EHR systems, Epic or Centricity preferred Microsoft Office Suite (Outlook, Teams, Sharepoint) Windows Server Medical office or medical terminology background preferred Skills Bilingual English and Spanish Ability to multi-task & prioritize tasks from multiple sources Ability to deescalate situations quickly and calmly Familiarity with trauma-informed care and harm reduction approaches Excellent communication and motivational interviewing skills Creative and Diligent Problem Solver Strong attention to detail Ability to work respectfully with people from diverse ethnic, cultural and socioeconomic backgrounds. Strong professional boundaries with clients and staff. Education and Experience Experience working with clients from low-income, immigrant, or marginalized communities Experience working in a high-volume clinical setting or social services agency Experience working with OHP, SNAP, or other public assistance programs Experience working well within a team Outreach experience preferred Working Conditions Works in typical office environment with moderate noise when onsite Physical Requirements Regularly requires sitting, walking, standing, talking, hearing, and seeing.
