Full Job Description Job Summary:
The TMHP Biller / Eligibility Screener / Reporting Coordinator is responsible for ensuring accurate and timely billing through the Texas Medicaid & Healthcare Partnership (TMHP), determining client eligibility, Family Planning (FP), and Primary Healthcare program, maintaining detailed program reporting. This position supports compliance with all applicable Texas Health and Human Services Commission (HHSC) requirements and program guidelines.
Essential Duties and Responsibilities:
60% TMHP Billing -
FP Program:
  • Prepare, review, and submit electronic claims for FP, services via TMHP in accordance with HHSC guidelines, as well as TV- Maternal Child program.
  • Verify
CPT/ICD-10
coding accuracy and documentation to ensure proper reimbursement.
  • Monitor billing cycles, claim statuses, and address denials or rejections promptly.
  • Maintain up-to-date knowledge of TMHP, FP, billing procedures, including allowable services and limitations.
  • Coordinate with clinical and administrative staff to ensure complete and timely documentation for billing purposes.

Reporting & Compliance:
  • Collect, compile, and submit monthly, quarterly, and annual program reports to HHSC and internal leadership as required.
  • Maintain client and service data in Electronic Health Records (EHRs) and/or state reporting systems.
  • Track and report unduplicated client counts, service encounters, and performance measures for FP and PHC.
  • Ensure compliance with program policies, including confidentiality, documentation standards, and quality assurance.
  • Assist in preparation for audits or site visits by HHSC or other oversight bodies.

Eligibility Screening:
  • Screen clients for eligibility for the FP and
PHC & TV
programs using approved HHSC forms and criteria.
  • Assist clients in completing intake forms, income screening, residency verification, and household assessments.
  • Collect and document all necessary eligibility documentation in compliance with state guidelines.
  • Determine sliding fee scale placement based on income and household size.
  • Reassess eligibility for returning clients according to program timeframes.
Qualifications:
  • High school diploma or equivalent required; associate or bachelor's degree in public health, health administration, or related field preferred.
  • Minimum 6 months of experience in medical billing (preferably TMHP), eligibility screening, or health outreach.
  • Strong understanding of Texas
HHSC FP, PHC, TV
program guidelines and billing procedures.
  • Experience with EHR systems, TMHP portal, and state data reporting systems (e.g., CARE).
  • Strong organizational and time management skills.
  • Bilingual in English/Spanish strongly preferred.
  • Excellent interpersonal and communication skills; ability to work with diverse populations.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
