- 2125 Bissell Street, St Louis, 63107 The Executive Assistant II assists the Commissioner of the Office of Violence with developing strategy, planning and managing the day-to-day operations.
The position provides multi-faceted administrative support and assistance to the Commissioner to ensure the office operates effectively. The Executive Assistant II will develop strategic relationships with other governmental and non-governmental entities.
Essential Functions and Responsibilities:
Assists the Director in developing, planning, directing, and implementing strategies, programs, policies, and procedures. Plans, organizes, assigns, directs, reviews, and evaluates the work activities of subordinate staff to realize the Office of Violence Prevention's (OVP) goals. Assists in creating and assessing performance benchmarks. Develops and provides regular reports to the director and other stakeholders regarding OVP and its programs. Manages all aspects of the staff hiring process. Manages external evaluations of the office and its programs by academic partners. Attends and participates in a variety of governmental and other meetings regarding OVP matters. Plans, organizes, assigns and directs the work activities of subordinate staff to realize the unit's work goals and to ensure the consistent application of unit and/or technical policies, procedures and guidelines. Confers with and counsels subordinate staff to exchange information and/or explain work policies, procedures and guidelines; and identify work-related problems, problem characteristics, impact and formulate possible solutions. Reviews and compares work performance and/or products of subordinate staff with established standards to determine employee production levels, training needs and to determine for recommendation to agency management appropriate personnel actions such as promotions, disciplinary actions, status changes, separations and grievance dispositions. Trains subordinate staff in the work principles, policies and or procedures to maintain and/or improve the production levels of employees in accordance with established work performance standards. Represents the department/division to community groups, businesses, media representatives and others. May prepare and give presentations/speeches, prepare press releases and participate in media interviews. Receives and resolves complaints. Monitors department/division leases, contracts, consulting services and agreements for compliance with performance standards. May prepare or assist in the preparation of contracts agreements, requests for proposals, ordinances and draft legislation.

Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.

Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer terminal, telephone, calculator, photocopier, fax machine and/or materials used in performing essential functions.
Verbal Aptitude:
Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, budgets, contracts, bid specifications, press releases, city charter, ordinances, statutes, various policies, master plans, program reports, personnel policies, performance evaluations, job applications/resumes, procedures, guidelines and nonroutine correspondence.
Mathematical Aptitude:
Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals; develop and interpret descriptive and inferential statistical reports.
Functional Reasoning:
Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
Situational Reasoning:
Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
Environmental Factors:
Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.

Requires the ability to recognize and identify individual characteristics of shapes to clearly distinguish objects and sounds to communicate with others. Ability to sustain prolonged visual concentration. Qualifications A Bachelor's degree in Public or Business Administration, Social Work, Criminal Justice, or a related field; plus five years of administrative and/or managerial experience including at least two years of advanced level experience analyzing, developing, and recommending programs, policies and procedures; advising upper level management on management and policy issues; and handling financial and budgetary issues. OR an equivalent combination of education, training, and experience.
