CITY OF NEW BRITAIN CIVIL SERVICE COMMISSION
Announces An Open Competitive Examination For Job Title:
Council Administrator (Common Council) Salary $60,000.00 annually (36.25 hour work week)

JOB SUMMARY
Professional staff member who performs complex administrative and management functions, as well as varied and responsible research and policy work for the City Council. Work involves considerable administrative responsibility in overseeing the general functioning of the Council, developing documents and spreadsheets as directed and procedures as needed. Researches applicable city regulations and state bills and laws as requested. Ensures appropriate communication to Council members.
SUPERVISION RECEIVED
Independently performs required day to day duties accurately and timely, exercising judgment, confidentiality and tact in responsibilities and in answering inquiries and determining correct courses of action and matters needing Council attention. Works under the general supervision of the Council President, (with a dotted line reporting to Council Majority and Minority Leaders) who will monitor work assignments, and evaluate work in terms of effectiveness of results.
SUPERVISION EXERCISED
Works collaboratively with Council Clerk of Committees as needed to perform requested duties.
EXAMPLES OF ESSENTIAL DUTIES
1. Prepares notices of all Council Public Hearings, Committee and Special Meetings as required and ensures legal notices are filed within specified timeframes. Completes materials in final form assuring spelling, grammar, punctuation and dates are correct. Reviews and validates postings. Secures special meeting locations as needed. 2. Ensures principals have all needed documentation and preparatory documents in advance of all meetings. 3. Supports Council constituent services and ensures all interactions are professional and commensurate with a high degree of customer service. Assists the public by supplying information concerning Council office and city programs, policies and procedures. Ensures message delivery to Council members as needed. 4. Drafts a variety of legislative correspondence. Prepares and/or manages other forms, memoranda, notices, and reports as required. 5 . Researches issues, situations, topics, etc. as assigned and documents findings for review. Drafts ordinances for review as requested. Prepares in final form for submission for Council consideration. 6. Independently performs duties with minimal supervision; Plans and organizes work to ensure timely completion, to meet all deadlines. 7. Processes and/or oversees process of payment for varied office disbursements, requisitions supplies and maintains records of expenditures. 8. Maintains and oversees office filing system; maintains reference file of correspondence, memoranda, purchase orders, personnel orders, and payroll. Compiles statistics for Council reports. 9. Answers telephones, takes messages and responds to routine inquiries based on knowledge of Council office operations and legal procedures. Prepares and/or manages other forms, memoranda, notices, and reports as required. 10. Drafts communications, press releases, and responses to incoming correspondence for review and distribution. 11. Ensures confidentiality is maintained in all processes written and verbal. 12. Must attend Council meetings upon request with advance notice. 13. Performs other duties as required. The duties listed above are intended only as illustrations of the various types of work that may be performed. KNOWLEDGE, SKILLS ANDABILITIES REQUIRED
Considerable knowledge of modern office practices and procedures including proficiency with Microsoft Word, Excel and PowerPoint or comparable software. Demonstrated strong analytical skills, problem solving abilities and project management skills. Demonstrated ability to produce professional documents. Meeting planning skills and the ability to multi-task. Demonstrated excellent oral and written communication skills, including exceptional spelling and grammar. Proven customer service approach and passion for quality. Proven interpersonal skills; ability to work with all types of people/personalities; establish and maintain effective working relationships with other personnel and the general public. Ability to maintain accurate records and files. Some familiarity with documents utilized by the Council as well as a working knowledge of state legislative processes and procedures preferred. Ability to work independently. Needs an understanding of basic bookkeeping and financial analysis.
Minimum Qualifications:
Graduation from a standard high school supplemented by specialized training in secretarial skills and two (2) years of increasingly responsible experience in secretarial and office administrative work; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.
PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS
Performs duties in a climate-controlled environment. The noise level in the work environment is usually moderately quiet. Routinely and intermittently exposed to computer screen. Some degree of stress in maintaining deadlines, Council and public contact.
PHYSICAL EXAMINATION
Prior to beginning work, the successful candidate must complete and qualify on a City medical examination (including a drug screen) and a background investigation.
