Full Job Description Position Summary:
The Front Counter Licensing Specialist is responsible for daily functions at the Front Counter with an emphasis on specific tasks related to Contractor Licensing. Tasks include but are not limited to, receiving telephone or over-the-counter inquiries from the public and contractors, answering questions of a general or technical nature, or referring to the proper source. Responsible for reviewing contractor license applications, answering phones, providing customer service, and performing clerical functions such as word processing, filing, copying, and issuance and maintenance of licenses within the jurisdiction. Front Counter Licensing Specialist must be proficient in the operation of the Pikes Peak Regional Building Department in order to answer questions and redirect as needed. Work is performed under the general direction of the Deputy Building Official.
Education and Experience:
Must have a High School diploma or equivalent. Requires a minimum of two years of administrative or clerical experience preferably in a regulatory environment. Must have at least two years of customer service experience, preferably in the construction industry. Requires ICC Permit Technician Certification within six months of hire.
Qualifications:
Must be computer literate to retrieve, update, and keep accurate contactor license and registrations, insurance requirements, and permit history. Must have knowledge of applicable ordinances and codes. Must be able to answer phones, write reports, and assist the public with complex requirements. Must have the ability to establish and maintain effective working relationships with employees, other agencies, and the public. Must be motivated, organized, and able to prioritize multiple tasks. Must have the ability to communicate effectively, both verbally and in writing complex and technical requirements. Requires familiarity with construction terminology. Must have the ability to problem solve and display professionalism when working with the public.
Essential Job Functions:
Answer phones; process incoming phone calls during the day; respond to voicemail and email. Process mail daily. Collect payment for contractor license applications, license renewals, and permits by credit/debit card, check, or cash. Assist walk-in customers during business hours; review contractor license applications and certificates of insurance. Update active contractor licenses, and answer questions regarding the basic plan, permit, and inspection processes. Answer questions regarding contractor licensing processes, and required documentation, and route calls to appropriate department(s) / organization(s). Assist with the resolution of complex and sensitive customer service issues. Demonstrate familiarity with the Department website; ability to direct customers to appropriate documents. Display knowledge of the Pikes Peak Regional Building Code, insurance requirements, federal and state, and local laws and ordinances. Provide exceptional work product through attention to detail; detect and correct erroneous or missing information; retrieve information from computer data files; prepare recurring and special reports from received data. Assist the Non-Compliance Department with Certificates of Non-Compliance and Stop Work Orders. Process certified mailing of property owners and recording with the County Clerk. Document all correspondence in Department records. Review applications for contractor name changes, company changes, reinstatements, and new licenses and registrations. Initiate and process name-based judicial records checks on applicants. Receive and verify for accuracy insurance certificates, permit authorization, and worker compensation waiver documents. Publish license requests in local newspaper and prepare agenda for Licensing Committee. Attend Licensing Committee as necessary. Process, review, and maintain personally identifiable information. Other duties as assigned.

Physical Demands and Work Environment:
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle, or feel; and reach with hands and arms. The employee is required to sit. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
