Job Description

The City of Monett is currently accepting applications for the role of City Clerk. The City Clerk serves as the official record keeper and administrative officer of the municipal government, responsible for maintaining all official city records, ordinances, resolutions, and minutes of City Council proceedings. The City Clerk manages municipal elections, issues licenses and permits, and serves as the custodian of the city seal. This position acts as the primary liaison between the public and the City Council, ensuring transparency and accessibility of government records in compliance with state public records laws. The City Clerk also provides administrative support to elected officials and department heads, coordinates legal publications and public notices, and upholds the integrity of the legislative process.
ESSENTIAL FUNCTIONS AND PERFORMANCE AREAS
Directs the preparation of ordinances, resolutions, procedures, and policies; oversees creation of documents and forms needed for such implementation. Attends all official meetings for the City Council and other Community Boards or Commissions; reads proposed ordinances and resolutions, records votes and records Council meeting minutes. Serves as the Custodian of Records for the City; oversees the maintenance and certification of official records for all required City documents; ensures that requests are fulfilled and maintained in compliance with Missouri Sunshine Law. Supervises file maintenance, indexing and archiving records for rapid retrieval. Ensures each departmental process meets the State of Missouri legal requirements. Prepare and post public notices, agendas and meeting minutes in a timely manner. Coordinate and communicate with appropriate public or private entities on matters concerning the city. Monitor governmental legislative, fiscal and regulatory activities applicable to the City of Monett. Assist in budget preparation as needed. Administers official Oaths of Office. Acts as back-up for Payroll processing, as needed. Other duties and responsibilities as assigned by Council. Follow City of Monett policies and procedures and support the City's mission and standards of ethics. Regular and predictable attendance is required to ensure all duties are completed in a timely fashion.
KNOWLEDGE, SKILLS AND ABILITIES
Possess a working knowledge of federal, state, and local rules and regulations pertaining to municipalities. Working knowledge of public finance, municipal recordkeeping, budgeting and finance, applicable regulations and regulatory data sources. Ability to establish and maintain effective working relationships with the public, state and federal agencies, and other City employees. Communicate effectively with employees, community leaders, citizen groups and the general public. Ability to monitor budget, make budget recommendations and resolve budgetary issues. Ability to direct, supervise, hire, and evaluate subordinate personnel. Ability to act with integrity, professionalism, and confidentiality. Reliable, self-motivated, and quick learner.
EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS
Associates degree or equivalent and 2- 4 years of experience in an administrative role in a professional organization, or previous administrative experience in a City or Community organization or equivalent combination of education and experience. Currently possess or work toward obtaining a Missouri City Clerk certification within the requirements and timeframes required by the state of Missouri.
SUPERVISORY RESPONSIBILITIES
This position may supervise employee(s) in Administrative departments with responsibilities including; providing training, evaluating performance, addressing complaints and resolving problems.
PHYSICAL ACTIVITY LEVEL AND PHYSICAL DEMANDS
Light Physical Activity performing daily activities such as of a primarily clerical nature. Frequently over 2/3 of the time required to talk, hear, kneel, crouch, or crawl. Frequently over 2/3 of the time required to stand and stoop, bend, twist, walk, sit and use hands to grasp, handle, or feel. Frequently up to 2/3 of the time required to have Close Vision (clear vision at 20 inches or less). Frequently up to 2/3 of the time required to have Distance Vision (clear vision at 20 feet or more). Occasionally up to 1/3 of the time may lift or carry up to 50 pounds.
WORKING CONDITIONS
Normal working conditions of an office environment absent extreme factors.
COMPUTER SKILLS
Proficient personal computer skills including electronic mail, Microsoft Suite which includes Word, Excel, Outlook, PowerPoint, etc. Be able to master Company's purchased commercial and Company specific software.

Must proficiently handle multiple projects simultaneously
WORK SCHEDULE/HOURS
Normal work hours and/or schedule as assigned by Direct Supervisor or Manager based upon job requirements. Schedule and/or hours may be adjusted depending upon scheduled events, meetings and business demands.
CERTIFICATES, LICENSES, REGULATIONS
Valid Driver's License with acceptable driving record. Notary Public certification is required or must be obtained within 90 days of hire. Selected candidates must pass a pre-employment background/credit check, pre-employment physical and drug test, with acceptable results, in accordance with City policy. Pay:
$55,265.00 - $65,020.00 per year
