Job Description

COLLECTIONS & LICENSE CLERK DEFINITION
The purpose of this position is to assist the Finance Department by completing clerical tasks as needed, to cross-train with other staff positions within the Finance Department to fill in during absences, and to process records for and maintain all records pertaining to city-issued licenses.
SUPERVISION RECEIVED AND EXERCISED
Receives supervision from the Finance Director. Exercises no supervision.
IMPORTANT RESPONSIBILITIES AND DUTIES
— Important responsibilities and duties include, but are not limited to, the following: Essential Responsibilities and Duties Prepares analyses of various kinds as requested. Fills in for Accounts Payable / Payroll Clerk during absences and assists with daily work during peak activity periods. Receives visitors to the department, answers phones, and performs tasks to assist the Finance Department as requested. Files accounting records and correspondence. Responds to requests for information from city departments Maintain retention schedule and archives for billing, collections and licensing 7. Receives funds and posts building permits, court fees, airport sales, parks and recreation fees, police and fire reports and grants, recycling sales, returned checks, RV park fees, auditorium and Lampo building fees, airport hangar rentals, and any other monies due the city to the appropriate accounts. 8. Processes incoming mail and drop box items. 9. Enters payments for various billings through the cash drawer distributing monies to the proper accounts by selection of correct codes. 10. Maintains awareness of various fees that must be collected. 11. Collects fees and revenues from other City departments and activities, verifying amounts and issuing receipts concurrently. Assists with past due collection procedures. Prepares daily closing reports, control spreadsheet, and bank deposit. Prepares and balances a check out sheet daily, counting the cash drawer. Performs daily courier service to the bank Processes records for and maintains all records pertaining to: city-issued licenses/certificates including mailing applications annually and when needed, reviewing completed applications, collecting fees, assigning license numbers, and issuing licenses/certificates. Maintains various records pertaining to city-issued licenses and certificates and prepares related reports. Other Important Duties and Responsibilities Assists city departments with providing information to citizens with questions or requests. Performs other duties as assigned.
QUALIFICATIONS
Performance Requirements (Knowledge, Skills and Abilities): Excellent customer service techniques. Practices, procedures, methods, and equipment used in preparing customer statements. 3. Good mathematic skills and problem solving abilities. Good oral communication and strong customer service skills to communicate effectively with the public in a courteous and helpful manner in situations that are sometimes stressful. Good written skills and ability to draft, compose and proof correspondence and memoranda. Ability to follow written and oral instructions. Basic principles and practices of financial record keeping. City and departmental policies and procedures. Office procedures, methods, and equipment including computers, calculator, copier, fax machine, phone system, and laminator. Cash handling procedures and internal controls. Work independently with little direct supervision. Think through and offer solutions along with reporting of problems. Maintain confidentiality and exercise judgment and discretion when releasing information. Follow guideline as set forth in the Sunshine Law and internal policies.
EXPERIENCE AND TRAINING GUIDELINES 1.
High School Diploma/GED and one to three years of job-related experience is desired; or an equivalent combination of education, training and experience. 2. Will be subject to background investigation and possible consumer credit reporting investigation. 3. Must successfully complete pre-employment substance abuse testing. 4. Will be subject to random substance abuse testing.
WORKING CONDITIONS
Environmental Conditions Work is performed in an office environment and requires the ability to sit, stand, and use a computer for extended periods of time; eye/hand coordination and fine manipulation skills to operate computers and office equipment; as well as a normal range of hearing and visual acuity. May be required to lift up to 20 pounds.
