Job Description
GENERAL SUMMARY
This position is 30 hours per week and performs a wide variety of specialized clerical, accounting, and administrative support for the Municipal Court. Work involves collecting and posting fines, preparing the court docket, and any other related tasks as needed by the Municipal Judges. The position also works with the City Management in clerical and accounting duties including collections. Reports to City Management.
PRIMARY DUTIES AND RESPONSIBILITIES
The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to this type of work as necessary. Collects and posts fines to computer tracking system, Records case dispositions, court orders, and arranges for payment of court fees. Explains procedures or forms to parties in case. Answer and handle phone calls. Prepares NRVC and suspension notices. Corresponds and submits forms to SCDMV as necessary. Prepares court docket or calendar of cases. Prepares bench warrants for judge's signature. Maintains files of outstanding warrants. Pulls list of jurors, arranges and sets jury trials, and notifies all involved parties. Maintains files, extracts and summarizes information, providing information to internal and external agencies as required. Prepares SC State Treasurer Assessment Reports and submits within deadlines. Prepares and maintains correspondence and compiles reports for local, City, State, and Federal entities regarding all activities of Municipal Court. Prepares and disseminates monthly activity reports. Records and save minutes of court proceedings, using digital recording. Keeps recordings according to the SC State Retention Schedule and acts as the custodian for all documents and records. Provides assistance to the Municipal Judges as requested. Secures information for judges, and makes contact with witnesses, attorneys, and litigants to obtain information for court, and instructs parties when to appear in court. Manages collection of delinquent taxes, sends certified letters to property owner, posts delinquent notices at property addresses, published delinquent property tax sales. Attends property tax sales coordinated by the Abbeville County delinquent tax collector for city delinquent properties. Prepares property tax abatement reports to the City Manager and Finance Director. Continues education to stay current with new State and Federal laws. Interacts and communicates with various groups and individuals including the general public. May have to work at City events outside of the normal work schedule. Performs other related duties as required.
JOB SPECIFICATIONS
Education and Experience:
Requires a High School diploma or GED equivalent, with 1 to 3 years of clerical-related experience, preferably in court administration, law enforcement, or legal. Must pass a pre-employment background and credit check, physical, and drug screen.
Knowledge:
Knowledge of general office procedures. Knowledge of general office equipment and computers, office procedures, business, English, spelling, and arithmetic; record-keeping and reporting for the finance department. Knowledge of court administration procedures and municipal clerk of court duties.
Skills/Effort:
Good public relations skills as well as the ability to type, compute, and tabulate figures with accuracy; prepare clear and accurate financial records, reports, and statements; operate general office equipment; proficiency in the use of computers, clerical data entry, use of spreadsheets and word processing, typing, and 10-key adding machine operation, verbal and written communication, organization, and telephone skills; establish and maintain effective working relationships with co-workers, the general public, supervisor, and all other groups and individuals involved in the activities of the department; flexible with the ability to perform a wide variety of duties. Should be proficient in the use of Microsoft Excel and Word. Requires performing skilled work involving policy and guidelines, solving both people and work-related problems.
Working Conditions:
Conducts duties in an office environment with limited exposure to environmental conditions during walking from facility to facility. Required to work under a degree of stress related to duties that require constant attention, repetitious data entry tasks, and meeting deadlines. Physical demands are restricted to office work requiring lifting/moving of items up to 25 pounds. Occasional travel is required. The job requires the operation of standard office equipment, including a computer for the input, retrieval, and maintenance of data. Other physical/mental requirements may apply.
Responsibility:
