Search ◄ Elections Administrator Taylor County is currently seeking qualified applicants for the Elections Administrator position.
General Description:
Will coordinate, implement, supervise all facets of the voter registration and county election processes, and coordinate assigned activities with other county departments and outside agencies.
Work Performed:
Assume full management responsibility for all Elections Department services and activities including voter registration and all federal, state, and county elections as well as local jurisdiction elections upon request. Recommend and administer election policies and procedures. Oversee election activities and perform the duties and functions required by the Texas Election Code, applicable laws and regulations, and administrative directions from the Secretary of State. Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. Monitor election records, ballot boxes, keys, supplies, and other items used in the election process. Arrange polling places, prepare and order ballots, procure, allocate, and distribute election supplies and equipment. Manage, provide, and supervise poll worker training as needed. Select, train, motivate, and evaluate Elections Department personnel, provide or coordinate staff training, work with employees to correct deficiencies, and implement discipline and termination procedures. Oversee and participate in the development and administration of the Elections Department budget and contracts, approve the forecast of funds needed for staffing, equipment, materials, supplies, and approve expenditures and implement budgetary adjustments as appropriate and necessary. Oversee the acceptance of voter registration applications, the review for accuracy, verification of records, and determine voter eligibility. Serve as early voting clerk and conduct early voting at the main early voting branch and all branch locations. Initiate contracts to hold elections for other entities; serve as manager of Central Counting Station for county and contracted elections; receive and tabulate unofficial precinct returns.
Respond to and resolve complex and sensitive citizen inquiries and complaints pertaining to elections. Collaborate and work with the major parties to recommend names for elections judges and alternates to Commissioners' Court and notify appointees; work with political parties to assist and advise in conducting primary and primary run-off elections. Recommend polling sites to Commissioners' Court. Remain informed of changes to federal and state laws and remain knowledgeable of the Texas Election Code per the Texas Legislature and the Secretary of State Office as it pertains to elections and voter registration. Prepare correspondence necessary to notify appropriate parties of pertinent information pertaining to elections. Oversee the Logic and Accuracy Testing of Elections equipment. Oversee GIS system mapping for county elections. Research and procure elections hardware/software and possess knowledge of different types of hardware/software to run voter registration software, operations, and voting system. Serve as the custodian of election records such as ballots, voting equipment, supplies, and other election records as well as being the filing agent for candidates and Officeholder Title 15 reports. Prepare presentations for civic and other groups pertaining to elections. Manage grants for the Elections Department provided and approved by the Secretary of State Office. Perform other election related duties as needed.
Qualifications:
High School Diploma required. Bachelor's degree in Public Administration, Business Administration, or similar field preferred. Excellent written and verbal communication and organizational skills. Must be a qualified voter of the state. Must have a valid Texas driver's license and be bondable. Must be able to perform duties in a non-partisan manner. Ability to handle public scrutiny and stressful situations. Must meet and abide by any other and all requirements set forth in the Texas Election Code. Ability to recruit, train and supervise election workers. Ability to obtain and maintain all certification as required by the State of Texas. Ability to effectively maintain media and public relations matters.
Working Conditions:
Frequent long, irregular and weekend hours for voting. Occasional speaking engagements.
Occasional travel to conferences and election training workshops.
Occasional lifting of equipment and materials over 50 pounds.
