Overview The Senior Intake Officer / Project Manager provides comprehensive program management and intake oversight in support of the Bureau of Indian Affairs (BIA), Alaska Regional Office's Probate Enrollment Support Services program. This role supports the administration and processing of Certificates of Degree of Indian Blood (CDIB), which are critical for determining eligibility for federal, tribal, and state programs serving Alaska Native individuals. The position is responsible for ensuring the accuracy, integrity, and timeliness of enrollment operations while leading workflow management, quality assurance, and program sustainment efforts. The Senior Intake Officer / Project Manager plays a key leadership role in maintaining compliance with Indian Affairs policies, strengthening operational processes, and supporting modernization initiatives to enhance enrollment services. This includes developing standard operating procedures, overseeing application intake and processing, and ensuring continuity of operations through effective documentation, training, and coordination. Summary of Responsibilities The Senior Intake Officer / Project Manager will oversee enrollment operations and provide program management support to ensure effective service delivery, data integrity, and long-term program sustainment. Duties include, but are not limited to: Overseeing daily intake and enrollment operations, ensuring efficient workflow management and timely processing of all CDIB applications. Receiving, reviewing, and validating applications and supporting documentation for completeness, accuracy, and compliance with BIA standards. Conducting genealogical research and verifying lineage to support eligibility determinations and prevent fraudulent submissions. Maintaining and managing electronic and physical records, ensuring accurate data entry and database updates. Developing, updating, and maintaining standard operating procedures (SOPs), training materials, and workflow documentation to support long-term program sustainment. Providing training and guidance to staff on enrollment processes, policy updates, and best practices. Conducting quality assurance reviews, audits, and compliance checks to ensure adherence to DOI, BIA, and privacy regulations. Generating reports and metrics on application processing, system performance, and operational trends. Serving as a primary point of contact for technical and administrative inquiries related to enrollment operations. Supporting program modernization efforts, including process improvements, knowledge capture, and transition planning to ensure continuity of operations. Qualifications The Senior Intake Officer / Project Manager shall possess experience in administrative, program management, or enrollment-related functions within a federal, tribal, or similarly regulated environment. Demonstrated experience in program management, intake operations, records management, or administrative processing. Experience with policy development, SOP creation, and technical writing. Knowledge of tribal enrollment processes, Alaska Native communities, or genealogical research is preferred. Strong organizational, analytical, and problem-solving skills with attention to detail. Ability to conduct quality assurance reviews and ensure regulatory compliance. Experience working collaboratively with federal staff, tribal representatives, and stakeholders. Proficiency with databases, records management systems, and standard office tools. Ability to handle sensitive and confidential information in accordance with federal privacy and security standards. Ability to pass a federal background investigation and maintain compliance with DOI security requirements. Security All personnel assigned to this position must successfully pass a federal background investigation prior to onboarding and maintain eligibility throughout the duration of the contract.
