Summary:
The Mission of the Idaho Department of Correction is to create a model correctional system that provides equitable access to programming and opportunities that reflect a community experience, foster connections, and restore victims of crime. The Idaho Department of Correction (IDOC) is recruiting for a full time Financial Manager at Central Office located in Boise, Idaho. This position will plan, organize, and direct an accounting and/or auditing program; perform related work.
Responsibilities:
Act as liaison to management and staff at each correctional institution, the Central Office headquarters staff, and other department staff. Provide correctional facilities with weekly, monthly, and ad hoc financial reports (COGNOS and LUMA in-system) used as management tools. These reports can also include budget variance, cash, forecasts, projects, labor, resident labor, and unusual or problematic expenditure analyses, etc. Develop and monitor facility budgets and financial plans. Establish improved processes and controls in compliance with Central Office Fiscal requirements and the state guidelines. This includes the continual implementation of improvements in SOP's, business processes, and systems. Supervise fiscal staff for multiple correctional facilities, including vacation scheduling, tracking attendance, hiring, handling disciplinary problems, performance evaluations, performance measurements, and day to day oversight. Administration of Purchasing Cards and electronic travel reimbursement systems. Design, develop, or oversee the development of and changes to financial reporting and management systems and direct their implementation. Develop and recommend financial policy and procedures. Forecasting and cash management of dedicated and other funds.
Minimum Qualifications:

  • Good knowledge of accounting principles and practices.
Typically gained from at least four (4) years of professional experience as a staff accountant or higher-level position applying generally accepted accounting principles. Experience must have been included preparing and analyzing financial statements, work papers, budgets, tax, and payroll records as well as providing significant input into the development of accounting systems. Good knowledge of supervisory practices. Typically gained from at least one year experience that required work assignment, direction, and monitoring with responsibility (or with significant input) for hiring employees, preparing performance evaluations and handling grievances or discipline; or successful completion of courses or seminars that included all five elements of management: planning, organizing, staffing, directing, and controlling. Experience analyzing financial and auditing data. Typically gained from approximately one year experience that includes the design, development, preparation, analysis of and distribution of monthly ad hoc financial operating reports and year-end
GAAP/GASB
compliance financial statements. Experience auditing or designing financial systems. Typically gained from approximately one year experience that includes auditing or designing processes or procedures to ensure financial control and accountability. Experience establishing internal financial or auditing controls. Typically gained from approximately one year experience that included the reporting and recording of financial transactions in accordance with GAAP, GASB, state and federal rules and regulations, and the development and management of financial systems security. Experience preparing and making oral presentations. Typically gained from at least one year of experience where a portion of the job included preparing and making oral presentations to executive level staff members in a formal setting.
Desirable Qualifications:
Experience researching and analyzing financial documents to ensure compliance with federal and state laws, regulations, and accounting principles. Experience public speaking and training to enhance staff skills and growth development. Intermediate experience using LUMA in-system reporting. Intermediate experience using
IBM COGNOS
Reporting and Dashboards or other database programs. Intermediate to advanced experience with MS Excel, Word, PowerPoint, and Adobe. Resourceful, self-starter with the ability to network with others to gather information and prioritize shifting deadlines. Experience guiding staff through change management.
