Job Description

The Hackettstown Municipal Utilities Authority (HMUA) is seeking to hire a new Office Manager. The HMUA provides water and sewer service to portions of five municipalities in the Hackettstown Area. The successful candidate will report to the Executive and Deputy Directors and be responsible for the overall management of the administrative offices. The Office Manager performs a variety of billing, accounting and financial duties related to customer accounts for water and sewer services. Responsibilities will also involve coordination with water and sewer operations managers with regard to purchasing needs, operational training and various other projects. This position is responsible for the supervision of accounts payable and receivable staff. The individual in this class performs a variety of complex duties including providing lead oversight of customer services and handling and adjusting the most difficult customer service complaints. The Office Manager discusses in person, on the telephone, and through correspondence a variety of water and sewer service problems with customers and takes necessary action within established policies and procedures and or rules and regulations to solve customer problems and settle complaints about service, charges or usage. This role is required to handle most non-routine problems or questions with little or no immediate supervision. Candidate must have substantial experience with the operation and management of comparable administrative offices and personnel. Must have outstanding oral and written communication skills. This position requires strong organizational skills and attention to detail. Understanding of Local Public Contracts Law, public purchasing requirements, NJ State Health Pension and Benefits is highly desirable. Desired computer skills include Word, Excel, Quickbooks, Temetra and Edmunds software systems. Bachelor's Degree preferred. Minimum 5 years of experience required, 8 years preferred, with supervisory responsibilities. Salary commensurate with experience/qualifications (minimum $62,500).
