Job Description

Office of the Lieutenant Governor Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration's priorities. The Office of the Lt. Governor leads a broad portfolio of programs, including Aerospace and Defense, the Colorado Commission of Indian Affairs, Disability Policy, the Office of eHealth Innovation, the Office of Saving People Money on Health Care, and Serve Colorado. Office of eHealth Innovation (OeHI) Colorado's 2025 Health Information Technology Roadmap, developed by OeHI and the eHealth Commission, lays out the vision of the work ahead to ensure health information technology and digital health solutions benefit all Coloradans, especially those uninsured or receiving state benefits such as Medicaid. OeHI has made significant advancements to ensure all Coloradans have equitable and affordable access to high quality care. Summary of Functions:
The Delivery Manager governs and supports Office of eHealth Innovation (OeHI) products toward continuous outcomes and that the delivery continues advancing , ensuring that product work flows effectively. This role is responsible for team delivery and how the team delivers. This position drives informed decision-making through proactive stakeholder management, office-wide operational oversight, and institutionalizing continuous process improvement. The Delivery Manager understands the components of the system(s), supports functionality mapping, identifies and manages risks that could affect delivery, and tracks how the system is projected to evolve, so it can manage how it comes together to deliver capability on time (per release roadmap/implementation plan).
Key Responsibilities:
Product Excellence and Continuous Process Improvement Maintain product delivery timelines with Product Manager(s), workflows, set key performance indicators (KPIs), and align project scope with strategic business objectives. Create and manage templates and repeatable processes for repeatable use across all lanes of the product. Partner with OeHI leadership to translate long-term vision into actionable strategy, maintaining tracking of strategic objectives and key performance indicators (KPIs). Manage product reporting and executive dashboards, providing leadership with high-visibility, real-time insights for informed decision-making and stakeholder accountability. Guide the product team in analyzing qualitative and quantitative data to inform continuous improvement. Proactively identify systemic bottlenecks and lead high-level product enhancement efforts to modernize workflows, ensuring the agency remains agile in a fast-evolving Health IT landscape. Collect and aggregate feedback from the team. Proactively identify potential risks to a deadline or quality and establish mitigation measures to avert issues. Own the product delivery lifecycle from kickoff to go-live, ensuring final outputs meet high-quality standards. Cross-functional Collaboration and Partnership Development Serve as the primary point of contact between OeHI and key partners, including state agencies, Offices of the Governor and Lt. Governor, and diverse stakeholder groups, ensuring transparency and shared progress toward the product and Health IT Roadmap. Facilitate high-level collaboration across multidisciplinary teams to mitigate silos, streamline communication, and catalyze the delivery of complex, statewide health initiatives. Proactively identify and secure collaboration opportunities with local, state, Tribal, and national partners to amplify OeHI's program goals and expand the reach of the Health IT Roadmap. Facilitate the intake and vetting of external inquiries and proposals, ensuring that vendor relationships and community partnerships are managed with high-level transparency and strategic intent, under the leadership of the Deputy Director. Strategic Communications Onboard new team members by providing access to the system and appropriate accounts. Share and ensure that the right resources are assigned to each task and manage workload capacity of team members in coordination with OeHI leadership. Coach and support teams in deploying change management strategies as necessary.
Potential Minimum Qualifications:
Bachelor's Degree in a health related field; related paid or unpaid experience will substitute for the required education on a year-for-year basis. 5+ years of professional experience in operations and strategic planning in a nonprofit, healthcare, public sector setting Demonstrated experience managing external partnerships and stakeholder relationships, particularly for nonprofit and health-focused organizations Relevant certifications such as Certified Scrum Product Owner (CSPO), Pragmatic Institute Product Management, or Professional Product Manager (PPM).
