The PM is responsible for overall contract performance and delivery oversight, ensuring that all contractual requirements, cybersecurity objectives, operational deliverables, and stakeholder expectations are met in a timely and compliant manner. The Program Manager provides leadership across program operations, staffing coordination, quality assurance, risk management, communications, and executive reporting functions while maintaining alignment with organizational and contractual objectives. Key Responsibilities Program and Contract Management Serve as the primary programmatic liaison between the Contractor and the client organization. Provide overall leadership and management of contract performance across all task areas. Ensure successful execution of all contractual requirements, milestones, deliverables, and service levels. Coordinate cross-functional teams to support program objectives and mission priorities. Monitor program performance and implement corrective actions as necessary to maintain compliance and quality standards. Project Oversight and Execution Oversee planning, execution, scheduling, and resource allocation for all program activities. Establish and maintain project management processes, governance structures, and reporting mechanisms. Ensure integration of cybersecurity, cloud security, operational, and technical initiatives across the program lifecycle. Track progress against timelines, budgets, and performance metrics. Staffing and Team Management Provide oversight of program staffing, onboarding, workforce planning, and personnel performance. Ensure appropriately qualified personnel are assigned to meet contract requirements. Foster collaboration, accountability, and continuous improvement across teams. Risk, Issue, and Quality Management Identify, assess, track, and mitigate program risks and issues. Develop and maintain risk management and escalation procedures. Oversee quality assurance and quality control processes to ensure high standards of service delivery. Ensure compliance with applicable cybersecurity policies, standards, frameworks, and contractual requirements. Communications and Stakeholder Engagement Support communications between stakeholders, leadership, technical teams, and client representatives. Prepare and present executive-level briefings, status reports, dashboards, and management updates. Coordinate meetings, action items, and program reviews with client leadership and stakeholders. Reporting and Governance Provide recurring management reporting on program status, performance, risks, staffing, and operational metrics. Maintain documentation related to program governance, compliance, and contractual activities. Support audits, assessments, and program reviews as required. Required Qualifications Bachelor's degree in Information Technology, Cybersecurity, Business Administration, Project Management, or a related field. Minimum of 8-10 years of experience managing large-scale IT and/or cybersecurity programs or contracts. Demonstrated experience managing complex federal, telecommunications, or enterprise technology programs. Strong knowledge of project management methodologies, cybersecurity operations, governance, and cloud security principles. Excellent leadership, communication, organizational, and stakeholder management skills. Required Certifications The Program Manager shall possess the following certifications: Project Management Professional (PMP) Certified Information Systems Security Professional (CISSP) Certified Cloud Security Professional (CCSP) Equivalent or additional cybersecurity leadership competency certifications may be considered where appropriate. Preferred Qualifications Experience supporting federal or highly regulated environments. Familiarity with NIST cybersecurity frameworks, FedRAMP, cloud governance, and security compliance standards. Experience managing multi-vendor or enterprise-scale cybersecurity initiatives. Proven ability to manage risks, budgets, schedules, and executive communications in dynamic environments. Reporting Structure The Program Manager (PM) for the Contract will serve as the designated lead responsible for oversight and performance of the Services under the Contract. The client's Contracts Administrator (CA) will serve as the official point of contact for contractual matters, including contract modifications and related administrative actions.
