POSITION SUMMARY
The Pharmacy Office Manager oversees the administrative, financial, and operational functions of the pharmacy to ensure efficient workflow, compliance with state and federal laws and regulatory requirements, and the delivery of high-quality, affordable pharmaceutical care to patients. This role supports both in-house pharmacy operations and coordination with contract pharmacies, aligning pharmacy services with the health center's mission to provide equitable access to care.
PRIMARY ACCOUNTABILITIES
Achieve Results Contributes to the success of pharmacy operations by working toward the goals set forth by management and providing feedback to continually improve pharmacy production. Operational Excellence Ensures and upholds the confidentially requirements of all patient records and manage all daily tasks and activities consistent with HIPAA, state and federal laws and regulations, as well as the clinic's policies and regulations regarding confidentiality and security. Assures that all payments issued are appropriate and documented as ordered and received Relationships Develops and ensures effective, positive relationships within and among the clinic staff, as well as with patients, vendors, contractors, and related resources. Professionalism Ensures all actions, job performance, personal conduct, and communications represent the organization in a highly professional manner at all times. Upholds and ensures compliance with and attention to all corporate policies and procedures, as well as the mission and values of the organization.
PRIMARY TASKS & DUTIES
Administrative & Operational Oversight Manages the day-to-day administrative operations of the pharmacy, ensuring compliance with HRSA, state and Federal laws and regulations, and payor/PBM requirements. Oversees pharmacy scheduling, patient communications, and coordination with clinical and billing departments. Maintains standard operating procedures (SOPs) and policies for the pharmacy, including those specific to 340B program requirements. Supports the Director of Pharmacy in planning and implementing operational improvements and workflow optimizations. Ensures pharmacy permits, licenses, and registrations remain current. Ensures weekly and monthly pharmacy and pharmacy outlet audits are completed. Other such duties and responsibilities may be added from time to time. 340B Program Compliance Maintains accurate 340B records and participates in audits (internal, HRSA, and external vendors). Coordinates with 340B administrators, third-party vendors, and contract pharmacies to ensure accurate reporting and program integrity. Assists in preparation for HRSA site visits, policy updates, and compliance documentation. Financial Management Supports budgeting, revenue tracking, and financial reconciliation related to pharmacy and 340B operations. Reviews invoices, purchasing reports, and claims to ensure accuracy and identify cost-saving opportunities. Collaborates with finance and billing departments on payer reimbursements, third-party claims, and grant-related pharmacy funding. Staff Supervision & Development Supervises pharmacy administrative staff, including pharmacy technicians, billing personnel, and pharmacy delivery associates. Assists with recruiting, interviewing, and hiring pharmacy staff. Coordinates training on compliance procedures, customer service, and operational workflows. Conducts performance evaluations and fosters a culture of accountability and continuous improvement. Coordinates with compliance and privileging and credentialing departments to ensure staff credentials and licenses remain current. Patient & Community Engagement Serves as a liaison between the pharmacy and the health center's clinical teams to support patient-centered care. Assists in patient education initiatives regarding medication access and affordability. Ensures a welcoming and culturally competent environment consistent with FQHC principles. Quality Assurance & Reporting Maintains quality control standards and supports QI initiatives related to pharmacy operations. Identifies operational gaps and implement corrective actions as needed.
ESSENTIAL FUNCTIONS/KEY COMPETENCIES
Functions in a multi-tasking priority driven environment, while maintaining accuracy and attention to detail. Utilizes a wide variety of office technology and tools to collect, enter, process, and file patient/customer records and documentation. Communicates effectively and respectfully with a diverse population. Deals effectively and respectfully with patient/customer conflict situations. Ability to select, train, supervise, evaluate and discipline employees. Ability to communicate effectively verbally and in writing Ability to establish, maintain, and promote effective working relationships. Ability to plan, organize, and prioritize workflow and activities. Ability to work in a fast paced & stressful environment. Education Associate's or Bachelor's degree in healthcare administration, business management, or related field required; Bachelor's preferred. Certified Pharmacy Technician (CPhT) preferred. Professional Minimum 3-5 years of pharmacy operations or healthcare administration experience; FQHC or 340B program experience strongly preferred. Supervisory experience in a healthcare or pharmacy setting required Working knowledge of
HRSA 340B
compliance, pharmacy billing, and inventory management systems. Strong understanding of FQHC operations, compliance standards, and the 340B Drug Pricing Program. Excellent communication, leadership, and analytical skills. Proficient in pharmacy management systems, electronic health records, and Microsoft Office Suite. Detail-oriented with strong problem-solving and audit-readiness capabilities. Environmental FQHC-operated pharmacy, with regular coordination across clinical and administrative departments. Occasional travel to contract pharmacy sites or compliance meetings may be required. Ability to communicate via phone, mail and in person to resolve disputes, solve problems, etc . Capacity to function in a sometimes stressful, multi-tasking environment Ability to lift and carry up to 25-50 lbs Ability to work outdoors and in varying weather conditions Ability to sit, stand, walk, and drive for extended periods Monday-Friday schedule, with flexibility for audit or operational needs. This position requires successful completion of a pre-employment drug test.
