POSITION SUMMARY
The Courts Business Analyst reports directly to the Assistant Director of the Clerk's Finance Department and is responsible for conducting operational and organizational process analyses to support the strategic and day to day functions of the department. This position supports collections and receivables business systems, including coordination with collection agency operations, and serves as a key resource in identifying problems, inefficiencies, and opportunities for improvement across multiple functional areas. The role is responsible for developing, maintaining, and enhancing data and reporting tools used to monitor performance, evaluate trends, and support informed decision making. The position works closely with stakeholders to define business requirements, recommend system or process improvements, and ensure that operational goals and objectives are met. Additional responsibilities include supporting system enhancements, troubleshooting system issues, coordinating testing of modifications, and maintaining accurate documentation. The position also serves as a liaison with Information Technology staff and external vendors to ensure effective operation and continuous improvement of relevant business systems.
PREFERRED QUALIFICATIONS
Experience with business data analysis, including operational or performance-based reporting tools. Familiarity with data visualization tools or reporting platforms (e.g., Power BI, Tableau, or similar). Experience with or exposure to SQL, scripting, or other programming languages used for data queries or automation. Experience with agile and project management tools. Prior experience working with court or government information systems. Experience in programming.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Overseeing the implementation of process improvements. Streamlining and improving internal and external reporting/processes. Creating a detailed business analysis, outlining problems, opportunities, and solutions for the operation. Defining business requirements and reporting them back to stakeholders. Collaborates with staff to thoroughly understand the needs to be supported by the information systems and technology. Determines how changes to the project will affect the business and systems. Provides recommendations regarding the evolution of the system. Develops and communicates detailed specifications for implementation. Produces reports, timelines, and graphics to communicate expectations and progress to management, customers, investors, and other relevant parties. Maintains and ensures proper documentation and coordinates or performs testing of system modifications. Research and analyze the nature, effect, and results of system difficulties. Satisfies data sampling, project analysis, testing verification, and other user requests from existing client databases. Acts as liaison with Information Technology and/or outside vendors to support relevant systems. Maintains current understanding of industry standards, trends, and best practices through industry and other professional networks.
KNOWLEDGE, SKILLS, AND ABILITIES
Excellent verbal and written communication skills. Advanced proficiency in Microsoft Office Suite, especially Excel, for data modeling, reporting, and analysis. Strong analytical and problem‑solving skills with the ability to evaluate complex processes. Ability to communicate technical information clearly to non‑technical audiences. Ability to collaborate effectively with senior management, stakeholders, and cross‑functional teams. Strong organizational skills with the ability to manage multiple deadlines and priorities. Ability to adapt to change and respond quickly to operational needs. Ability to learn new systems and applications rapidly. Strong ability to coordinate work activities, facilitate collaboration, and keep tasks organized and on track. Demonstrated ability to support team efforts, contribute to group problem‑solving, and maintain effective working relationships. Strong understanding of regulatory or reporting requirements relevant to court operations.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
