Job Description

Join the Nebraska Department of Health and Human Services (DHHS) as an Administrative Programs Officer II and play a vital role in supporting program operations that impact lives across the state. In this position, you will manage departmental budgets, oversee financial compliance, supervise accounting functions, and coordinate daily operations to ensure efficiency and accountability. You'll work closely with diverse teams and external partners to support reporting, contract management, and adherence to state statutes and agency policies—all while helping to drive continuous improvement in service delivery. Job Duties:
Manage departmental budgets by tracking expenditures, reviewing financial reports, and ensuring compliance with financial policies and regulations. Oversee account reconciliation processes and supervise contract-related spending to maintain fiscal accuracy and accountability. Direct and coordinate daily operational activities, including supervision of the accounting team and oversight of workflow efficiency. Prepare budget reports for executive leadership and compile documentation required for audits, accreditation, or compliance reviews. Ensure adherence to state statutes, agency policies, and regulatory standards related to financial and operational practices. Build and maintain strong working relationships with internal departments, external partners, vendors, and clients to support collaboration and effective communication. Respond to information requests and coordinate the flow of communication across programs and teams. Support the administration and tracking of contracts with suppliers and service providers, ensuring contract terms are met and documentation is up to date. Other duties as assigned
Requirements/Qualifications:
Minimum Qualifications:
Bachelor's degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.
Knowledge/Skills/Abilities:
Key skills: Experience (several years) in management or supervisory role. Budget preparation, reporting and mathematical computations Excellent leadership, communication (both verbal and written), and interpersonal skills. Strong analytical problem-solving and decision-making abilities. Proficiency in using relevant software and tools (spreadsheets and databases) Ability to: Work effectively both independently and as a part of a team, prioritize tasks, manage deadlines, and adapt to change. Interpret and apply rules, regulations, policies and laws (Medicare and Medicaid) Analyze financial and operational data.
