Job Description

JOB An incumbent in this position assists the Commissioner of Parking in handling all activities related to administrative, information technology, budget, collections, contracts and payroll for parking meters & enforcement, towing & storage operations and parking violations. The incumbent exercises independent judgment in planning and coordinating activities of the Department of Parking. The incumbent receives immediate supervision from the department/division head and exercises supervisory responsibility over all personnel in the Department.
EXAMPLE OF DUTIES
Assists the Commissioner in handling all activities of the Department of Parking; Acts as a liaison between the Commissioner and employees, all other city departments, City Council and the general public; Oversees all administrative functions in the Department including clerical, technical and supervisory staff; Assures proper execution of duties by personnel: plans and distributes work assignments; oversees training of personnel and implements programs as needed; Oversees billing adjustments for parking enforcement; assures that all payments received by mail or from lockbox, in person or electronically, are accounted for and applied to proper accounts; Supervises staff in the handling of customer inquiries or complaints by telephone, in person, by correspondence or from Citizen Services Complaint office; assures prompt response to customer requests for hearings, complaints and any other inquiries; Collects and compiles data and statistics, prepares organizational workflow and efficiency studies and submits recommendations for the improvement of procedures and the solutions to administrative problems; keeps abreast of new rules, regulations and laws regarding parking violations; Prepares budget estimates and assists in the preparation of the budget as well as maintenance of budget controls for Department of Parking; Oversees all information technology for parking meters & enforcement, towing & storage operations and parking violations; works with MIS in the development and implementation of new technology; Confers with division supervisors and advises the Commissioner on the specific problem areas in need of remedial action; makes recommendations on resolutions to problems; Performs special administrative assignments required by the Commissioner.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics Thorough knowledge of the principles and practice of office and personnel management; Thorough knowledge of the principles and practices of account keeping and budget controls; Administrative supervision; Ability to plan, assign, coordinate and review the work of subordinates; Ability to understand and interpret rules and regulations pertaining to parking enforcement; Ability to prepare correspondence and reports; Ability to communicate clearly both orally and in writing; Ability to operate a personal computer and related data processing equipment, in the use of application programs; Ability to deal with customers calmly and courteously in adverse situations; Ability to develop and maintain good working relationships with others; Tact; courtesy; confidentiality; Physical condition commensurate with the demands of the position.
