Job Description

Job Overview The Planning and Zoning Clerk devotes a significant amount of time to supporting the Director in the day-to-day operations of the office. A core portion of duties include answering phones and directing callers to the right person to address their questions. Emailing appropriate forms and providing guidance through the Zoning Resolutions and Subdivision Regulations. The ordering of office supplies. Creating, maintaining, and emailing reports for the various boards and meetings of the Director.
Responsible for:
no direct oversight of any personnel. May be asked from time-to-time to assist the Director with providing guidance to the Zoning Inspector or other part-time positions created. Duties Manage incoming calls using multi-line phone systems, providing excellent customer support and directing inquiries appropriately Maintain organized filing systems for permits, applications, and official documents, ensuring easy retrieval and compliance with record retention policies Enter data accurately into computer systems such as QuickBooks and other office management software to process permits, fees, and related transactions Assist the public at the front desk by providing clear information about planning and zoning procedures, using professional phone etiquette and customer service skills Support calendar management for department meetings, hearings, and deadlines using Google Workspace and Microsoft Office tools Proofread documents for accuracy and clarity before submission or distribution Perform general clerical tasks including data entry, photocopying, scanning, and filing to support departmental operations Essential Functions Answering phones and directing callers to the right person to address their questions. Emailing appropriate forms and providing guidance through the Zoning Resolutions and Subdivision Regulations. Maintaining the inventory list and ordering of office supplies. Creating, maintaining, and emailing reports for the various boards and meetings of the Director. Updating and maintaining the filing system: online and in hard file. Creating agendas and supporting documents for meetings: monthly and special. Collect fees from applications and responsible for paying in to the Treasurer which includes: cash, checks, and credit card payments. Processing office expenditures and keeping record for all payments. Assisting clients with submitting applications. Checking for completeness of zoning permits and house numbering permits. Application assistance and house numbering signs. Assist the director in processing Board of Zoning Appeals, Variances, or Conditional Uses by: mailing appropriate letters, submitting notices to local newspaper, notifying Appeals Board and interested parties, and keeping documents in a manner easily accessible to the office and available to the public upon request. Assist Regional planning with lot splits, major subdivisions, and variances. Additional Responsibilities Maintain Certification in related field, computer hardware and software programs, which may include Microsoft Office, Internet applications, and GIS. Abide by the County Personnel Manual and observe other department policies and other inter-office procedures. Ensure proper treatment of any revenues received with applications or otherwise. Provide positive and prompt customer service to visitors, phone calls and emails. Establish and maintain effective working relationships with government officials, other departments, employees, the general public, and board members. Provide direct assistance to the Director of Planning and Zoning. Other tasks as assigned. Qualifications/Skills The Planning and Zoning Clerk position requires, at a minimum, the completion of a High School Diploma or GED. Preferred education in planning, flood plain management, construction management or related field. Experience in plans review and zoning administration is also preferred.
The following Skills are required:
Oral communication and interpersonal skills to explain rules and procedures clearly to the public. Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems. Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions. Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable. Ability to work on several projects or issues simultaneously. Ability to work independently or in a team environment as needed. Ability to attend to details while keeping big-picture goals in mind. Must be able to work independently with limited supervision and in a team environment. Ability to maintain effective working relationships with other staff and the general public.
Pay:
$17.50 per hour
