How we live it? Being respectful, pleasant and helpful to ALL. We are hiring a full-time (40 hours weekly), non-exempt Voter Services Manager. The purpose of this position is to develop strategy, organizes, and implements programs, processes, and procedures within the Voter Services Division. The core functions of the Voter Services Division are: voter registration, absentee by-mail voting, UOCAVA, in-person early voting processes, street file maintenance, GIS mapping, candidate filing, and petition verification. Projected Salary Range/Pay Grade 116: $26.29

Work Schedule:
Monday through Friday 8 am
  • 5 pm; hours may vary based on operational needs to include occasional evenings and weekends.

Conferences Duties and Responsibilities:
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals. Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed. Develops strategy, organizes, and implements programs, processes, and procedures within the Voter Services Division. Supervises the processing and implementation of annexations, street additions, and changes using GIS mapping software. Supervises the preparation and maintenance of accurate geographic data for voter registration to ensure correct voting combination assignments and accurate balloting. Supervises absentee by-mail process including application verification, specific ballot production, accurate voter labeling, USPS reports for mailings. Researches and tracks absentee ballots using online tracking system. Receives and records absentee ballot requests; issues proper ballots; and assists with coordination and oversight of absentee precinct. Supervises absentee temporary staff to securely opens and organizes more than a thousand envelopes per election. Supervises creation of new precincts and determines definable precinct boundaries by identifying and evaluating critical growth areas, population density, and spatial data within the county. Maintains and ensures compliance with the federal Uniformed and Overseas Citizens Absentee Voting Act balloting and maintains tracking through Electronic Voting Accessibility Tool, Voter Registration and Election Management System, and spreadsheet management. Creates maps, layers, and overlays as requested by the department management using GIS mapping software. Supervises the early voting and election day clerks for Voter Services needs and issues. (based on election cycle during the early voting and election calendar). Performs related work as assigned.
Education and Experience:
Bachelor's Degree in Geographic Information Science, Business or Public Administration or related discipline. Experience can be substituted for education. Five years of project management, event coordinator, GIS or related experience or an equivalent combination of education, training and experience. Experience in the elections profession preferred.
Certifications and Licenses:
Must possess and maintain a valid state driver's license with an acceptable driving history. Must obtain SC State Election Official Certification from the State Election Commission within 18-months of hire, must maintain certification throughout employment. Election Center Certified Elections Registration Administrator (CERA) Certification preferred Must be or can obtain Notary Public status in SC Applicants with equivalent experience and/or education may be considered.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
