Work involves planning and initiating projects, monitoring progress, and providing detailed analytics and reporting to stakeholders and executive management. Identifies project risks and leads Issue/Risk Management efforts. Oversees general project administration, develops communication strategies, and monitors project completion in accordance with agency standards. This position may be eligible for telework. Please note, all HHS positions are subject to state and agency telework policies in addition to the discretion of the direct supervisor and business need. Essential Job Functions Manages assigned projects ranging from short tasks to large, multi-year initiatives. Leads SAAS solution management and oversees technical roadmap maturity tracking. Responsible for general project administration, including performing regular schedule baseline updates to ensure alignment with project goals. Establishes criteria, proposals, and Work Breakdown Structures (WBS). Assures project completion on time and in accordance with agency and customer service principles. (35%) Provides leadership to matrixed or multi-discipline project teams. Specializes in enterprise dependency and resource coordination to ensure project teams have necessary support and that cross-departmental impacts are managed. Consults with agency customers to provide solutions consistent with DIR plans. Defines project team staffing and coordinates through appropriate management channels to obtain resources. (25%) Performs business, systems, and/or legislative analyses. Conducts infrastructure readiness assessments and technical sustainability reviews. Specializes in interface/integration management to ensure seamless data flow between systems. Follows Software Development Life Cycle (SDLC) methodologies, consults on workflow impacts, and negotiates strategies for testing, deployment, and transition to maintenance. (15%) Confers with management on project scope and progress. Leads vendor-process management and proactive Issue/Risk Management to identify and mitigate potential blockers. Facilitates group meetings and serves as the primary point of contact for project control and communication, delivering presentations to staff, managers, and state officials. (10%) Responsible for service level management and providing comprehensive analytics and reporting on project health and deliverables. Prepares and archives project management plans, scope agreements, and procedures. Maintains documentation and lessons learned using Microsoft Project, Excel, Word, Sharepoint, Teams and Outlook. (10%) Actively participates or serves in a supporting role for disaster response, recovery, or Continuity of Operations (COOP) activation. This may require alternate shift patterns or locations. (5%) Knowledge, Skills and Abilities (KSAs): Knowledge of Software Development Life Cycle (SDLC) methodologies and SaaS solution management. Skill in general project administration, including performing schedule baseline updates and maintaining project integrity. Skill in analytics and reporting, transforming project data into actionable insights for leadership. Skill in standing up and engaging with a Program Management Office (PMO). Skill in Issue/Risk Management, conflict resolution, and negotiation. Skill in enterprise dependency and resource coordination across complex, matrixed environments. Skill in business analysis, infrastructure readiness assessments, and technical sustainability reviews. Skill in vendor-process management and interface/integration management. Skill in using Microsoft Project, Excel, Outlook, PowerPoint, Access, Sharepoint, Visio and Word. Ability to track technical roadmap maturity and manage service level management performance targets. Ability to manage multiple, overlapping, and complex enterprise-wide projects independently. Ability to present information clearly and concisely to a variety of audiences.
Registrations, Licensure Requirements or Certifications:
N/A Initial Screening Criteria:
Graduation from an accredited four-year college or university is preferred. Experience may be substituted for education on a year for year basis. Requires at least 5 years of experience establishing and working with a Project Managment Office (PMO). Must have a minimum of 4 years experience in project management with at least 3 years in managing large scale IT projects. Experience with implementing an electronic health record is preferred.
