Job Description:
Responsibilities of this position require an advanced level of skills. Must be able to provide legal and proper notice of all official meetings, ordinances, elections, and public notices. Prepare, publish, post, and distribute agendas and Council packets within the guidelines and requirements of the Open Meetings Act. Custodian of the minutes of the City Council meetings and perform other duties as provided for by law, to include administering the oath of office. Attending all City Council meetings, workshops, and training as required. Prepare ordinances, resolutions, proclamations, reports, and memoranda as requested in accordance with the law. Serve as the City's Public Information Officer and ensure timely responses to all open records requests. Ensure web presence on the City's website for the City Council and the City Boards including but not limited to meetings, agendas, minutes, and public notices. Assist the City Administrator in the accounting and accounts payable departments for the City ensuring that the City is in proper compliance, keeping proper records, tracking receipting and disbursements. Perform other legally permissible and proper duties and functions as the City Administrator authorizes and assigns. Provides a variety of routine and complex accounting tasks, financial and administrative work in Municipal Government. Works under the direct supervision of the City Administrator to assist in the day-to-day delegation and operation of the City. Resumes may be submitted to Mrs. Cory C. EOE Qualifications:
  • Must be able to plan, integrate and administer a records management system.
  • Must be able to record, publish, index, and maintain meeting minutes, ordinances, and resolutions.
  • Must be able to perform complex research, evaluate alternatives and develop a conclusion and offer recommendations.
  • Must be able to understand, interpret, explain, and apply local, State, and Federal laws and regulations governing the conduct of City operations.
  • Must exercise expert independent judgment within general policy guidelines as established by the Mayor and/or City Council.
  • Must be able to communicate effectively.
  • Must have the necessary skills to be able to perform multiple duties, including but not limited to job functions listed in the full job description which may be requested from City of Lakeside City Municipal Offices, in order to maintain an acceptable level of public service and operational functions.
  • Must be able to delegate and make quick decisions, when necessary, while following City protocol and legal procedures .
  • Associate degree or five (5) years experience in office administrative tasks preferred.
  • Proficient in Microsoft Office Suite.
  • Proficient in the use of social media and website applications.
  • Prior experience with administration of a website preferred.
  • Previous experience in a City Administration office preferred.
  • Previous experience with City Utility Billing (Fund Balance) software preferred.
  • Marketing and/or accounting experience beneficial.
  • Human Resources background beneficial.
  • Class C valid driver s license.
  • Possession of or the ability to obtain a Texas Commission as a Notary Public.
  • Certification as a Certified Municipal Secretary through the Texas Municipal Clerks Association is highly desirable.
  • Must be able to pass a preemployment drug screening and criminal history check.
  • Must satisfactorily fulfil a 90-day probationary period.
