Job Description
Performs complex professional work leading the County's business relations and community engagement. This position drives cross-departmental collaboration, and oversees complex economic development/community development projects while advancing strategic initiatives to ensure responsive, equitable, and effective service delivery. Work is performed independently and collaboratively in teams under the general supervision of the County Administrator and/or Deputy County Administrator(s). Incumbent exercises independent judgment within established policies, procedures and professional standards. The position provides leadership and supervision to assigned staff, policy initiatives, and cross-functional project teams (Matrix) as determined by the County Administrator based on organizational priorities. This position will be responsible for establishing and advancing processes and/or procedures, service delivery models and strategic relationships with businesses and/or developers to foster a pro-business environment and enhance quality of living in the County. The incumbent must have a demonstrated ability to work with diverse teams to serve both internal and external stakeholders, and effect positive outcomes while dealing with potential conflicts in a collaborative and productive manner. The position will act as a dedicated liaison for businesses, guiding them through zoning, site plan review, building plan review, permitting processes and special use permits to ensure timely development, reduce procedural barriers, and enhance the overall experience for businesses seeking to relocate or expand within the County. Provides project management guidance of major/complex projects to include the areas of Planning and Development Services, Public Works, and Economic and Tourism Development. Serves as the point of referral for business or developer concerns. Acts as the liaison between County departments and the business community (prospective or existing) to investigate issues, facilitate solutions, and coordinate follow-up with internal departments and external agencies as needed. Works closely with business owners, developers, community leaders, and government officials to identify and address the needs of the business community, and facilitate business growth ensuring a seamless and responsive experience throughout the entire process. Serves as a central point of coordination for complex or high-impact development projects, facilitating communication across departments and proactively identifying and resolving potential delays in the site plan and permitting process. Monitors and analyzes local, state, and federal regulations affecting the business community and communicates any impactful changes. Conducts research and analyzes concerns regarding codes, regulations, and policies to provide accurate guidance and identify possible solutions. Establishes and maintains effective relationships with community organizations, local businesses, advocacy groups, and government officials to provide guidance and ensure compliance with applicable laws, regulations and processes while also coordinating with departments and external partners to address issues, improve service delivery, eliminate/minimize unnecessary barriers, and identify opportunities for collaboration. Develops assessment tools and tracking systems to measure the impact of engagement activities. Represents the County at community meetings, events, and public forums; and gathers feedback in a timely fashion, communicates information, and advises County Administration and other appropriate leadership on community issues, needs and any impact to the County's policies and/or processes. Develops, recommends, and refines goals, objectives, policies, and procedures for application in consultation with the County Administrator and other senior management staff; leverages technology and automation opportunities to enhance efficiencies, effectiveness and accuracy; works in coordination with department and agency heads to enhance performance and service level targets for economic development activities of the County government; and oversees the monitoring and reporting of progress toward achieving designated targets and objectives. Participates in the development, drafting and on-going monitoring of the Board of Supervisors goals and implementation strategies. Assists the County Administrator in developing and directing current and long-range strategic plans for the County. Requires a Master's Degree in public administration, business administration, or a closely related field, and 6 or more years of management experience in the public sector to include ombuds, planning, economic development and/or business advocacy experience, or any equivalent combination of education and experience. Local government management and administrative experience is preferred. Membership in good standing with the International Ombuds Association preferred. Requires a valid driver's license issued by the Commonwealth of Virginia. While a residency requirement is at the discretion of the County Administrator, residency in York County is preferred following appointment to the position. This job is contingent upon successful completion of pre-employment checks to include criminal history, background and DMV record checks. Comprehensive knowledge of municipal government structure, administration, functions, and services. Comprehensive knowledge of federal, state, and local laws, policies, regulations, codes, and ordinances related to public services and public administration. Comprehensive knowledge of local government operations, regulations and policies, and economic and planning development principles. Comprehensive knowledge and application of Virginia Statewide Building Code, Virginia Stormwater Management Program, Fire Code, and other ordinances related to construction. Comprehensive knowledge of modern management principles and practices. Thorough knowledge of municipal finance, human resources, public works, public safety, and community development principles and practices. Excellent skills in verbal and written communication. Strong skills in customer service, conflict resolution, decision making, organizational and project management, and community engagement. Strong skills in planning, directing, and administering municipal processes, including performance measurement and management. Strong ability to analyze problems, identify solutions, and implement recommendations within policy and legal frameworks. Strong ability to elicit cooperation of personnel and the public in reaching goals for the County's development and progress. Ability to manage multiple priorities in a fast-paced, high demand environment and carry out manage multiple projects effectively to successful completion. Ability to exercise tact, discretion, and sound judgment, especially in sensitive, difficult or confidential situations. Ability to effectively handle inquiries and complaints from, or disputes with, customers, citizens, community representatives, staff or any other persons necessary for the performance of work and resolution. Ability to apply modern leadership techniques in supervising, training and evaluating the work of employees, including managerial staff. Ability to utilize technology such as a personal computer with related software applications and programs to effectively and efficiently complete a variety of tasks with reasonable speed and accuracy. Must be physically able to operate a variety of machinery and equipment including a typewriter, computer, copier, calculator, etc. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to exert a negligible amount of force to move objects and must be able to operate a motor vehicle.
