Job Description

The purpose of this position is to convey and maintain correct ownership of real property in the County, update and maintain Taxing Authority Codes and provide Public Record and Sales information. This position interprets legal descriptions, solves problems and makes corrections, performs data entry and organizes documentation.
ESSENTIAL DUTIES AND RESPONSIBILITIES TIME SPENT
Interprets legal descriptions and completes relevant documentation to locate, identify and make corrections to data in relation to property parcels. 20% Retrieves warranty, joint tenancy, beneficiary, special warranty, quit claim deeds and resolutions, splits and combination deeds from ICRIS computer system. 20% Sorts deeds by legal descriptions; verifies accuracy of legal descriptions; checks for information on DOR system; applies parcel numbers to documentation. 10% Researches and resolves problems regarding ownership of property and legal descriptions; transfers data for real property to secured tax roll system. 10% Prepares and maintains daily report of documents recorded; organizes, lists and retrieves documents and files, processes splits and combines parcels to corresponding legal descriptions. 10% Processes ownership name changes; creates corresponding labels for documents recorded; drafts letters requesting information from property owners, title companies and public agencies. 10% Answers incoming telephone calls; responds to questions from the public, title companies and other relevant parties; addresses concerns about appraisals; maintains complex filing system in relation to Title Examiner activities. 10% Provides back up coverage for the front counter; answers questions regarding personal property, mobile homes and exemptions. 10% Performs other duties as assigned.

This position trains colleagues and explains County procedures or processes.
WRITTEN COMMUNICATION DUTIES
This position creates or edits documents, internal memos, emails, reports and complex contracts.
INTERACTIONS WITH THE GENERAL PUBLIC
Interacts regularly with internal coworkers and other departmental personnel over the telephone, by email, and/or in person. Incidental contact with the public may occur as part of the work location.
INTERACTIONS SPECIFICALLY WITH CUSTOMERS
Frequently (More than 25% but less than 40% in a year)
MINIMUM EDUCATION REQUIRED
High School Diploma or
GED MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED
Five (5) years real estate or title research experience; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Must possess and maintain a valid Driver's License if position duties require.
KNOWLEDGE REQUIRED
Database management, clerical, building and construction, Federal, State, Local laws, regulations, Statutes and banking. Principles and practices of real estate title work; documentation relative to title examination; real property legal descriptions; methods for conducting title research; warranties, deeds, records of survey, and affidavits; Assessor maps and plats; general office practices, procedures and equipment; customer service standards and protocol.
SKILLS REQUIRED
Analytical thinking, reading, problem recognition, problem solving, time management, multi-tasking, typing and data entry, read and decipher legal descriptions and maps, knowledge of chain of title process.
ABILITIES REQUIRED
Recognize problems, solve problems using deductive reasoning, categorize and group data, focus, and deductive reasoning .
PHYSICAL DEMANDS
Occasionally stands to attend to customers. May be required to lift work related materials, equipment or tools up to 10 lbs. Regularly requires dexterity for keyboard operation.
WORK ENVIRONMENT
Incumbents in this position constantly spends time in office environment.
SAFETY RISK EXPOSURE
Incumbents in this position are generally not exposed to safety risk.
PROTECTIVE GEAR & SAFETY MANUALS
Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.

Potential errors can cause inconveniences to other employees, and/or delays in related work areas. Delays of services are possible.
