Job Description

Overview The Farm Bill Specialist is responsible for performing administrative functions for the Natural Resources Conservation Service (NRCS). The person in this position dedicates 100% of their time toward completing tasks for NRCS but is employed by theTulsa County Conservation District and is supervised by the Conservation District board of directors and the NRCS Team Leader. The NRCS Team Leader and one district director will be designated as the day-to-day contact for the employee. The Farm Bill Specialist performs administrative duties for NRCS and keeps the board of directors and NRCS supervisor informed of activities. Performance evaluations will be based upon standards of performance for each major job duty listed below. Additional duties not specifically listed here may be assigned on an as needed basis. The Oklahoma Conservation Commission (OCC) and the Natural Resources Conservation Service (NRCS) have basic work requirements; this job description is written specifically for, and is a policy of, the (District Name) Conservation District and incorporates those basic work requirements along with specific work requirements for NRCS.
Responsibilities Clerical Support:
Answer the phone and email messages and route them to the appropriate personnel Prepare correspondence as needed Maintain paper and digital files of all important documents Effectively use and provide basic technical support for computers, printers, copy machines, phones, and other office equipment Organize and maintain filing system of official material and records, including disposal of documentation in accordance with procedures to meet regulatory compliance
Contract and Administrative Support:
Assist NRCS staff by providing administrative support and technical services Assist NRCS staff with accepting applications for federal cost-share programs, entering applications received into the proper program and maintaining the applications in the format as determined by NRCS. Pull farm records and maps for any associated applications Assist with contract coordination and management utilizing required software (i.e. Programs Portal & DMS). This includes obligating and managing contracts by uploading required documents, verifying eligibility, completing land control determinations, and any other contract management processes that are assigned Communicate changes, updates, and current status or applications and contracts to Team Lead/District Conservationist Accept, assist with uploading to protracts contract items and completed USDA forms as needed (ex: 1199a). Log contact with producers and other necessary documentation on form CPA-6 assistance notes and file along with other paperwork in producers' 6-part folder Complete contract review as determined by District Conservationist prior to contract approval Prepare and send all letters and correspondence, including pending, intent to proceed, approved, ineligible, deferred, practice reminder, CSP annual payments, etc. Track certified mail Manage disposition of applications and contracts; retain permanent documents in existing files and/or create new files as necessary Assist with contract payment process according to the protocols set by District Conservationist and NRCS Financial Management Maintain an accurate record of duties and complete the Quarterly NRCS Task Sheet Maintain work schedules for NRCS field office staff; verify and maintain required files for vehicle fleet management General Must be able to work independently, but also work as a team with co-workers, board members, and staff from other agencies to carry out farm bill administration. Cooperate with other agencies to help producers have relevant information about other 3 assistance opportunities Successfully complete USDA information technology security awareness training and AG Learn courses as assigned Have general knowledge of all products and services offered by NRCS and conservation district Must have and maintain a valid driver's license This role is perfect for motivated individuals passionate about supporting the agricultural community through expert guidance on federal programs.
