SALARY:

$20.45 Hourly for Level 2 Watercraft Inspector/AIS Educator (Applicants are not required to have had previous Level 1 or Level 2 experience). (•Returning Seasonal AIS Educators/Inspectors employees: may be eligible to receive an additional $.50 per hour additional pay, with a maximum of $2.00 additional, for each season previously worked (season equals a minimum of 32 full days/shifts worked starting the year 2025). Mileage reimbursement at the federal rate for required travel may apply.

Generally, day shifts/hours. Scheduled primarily on weekends and holidays. (i.e., Friday, Saturday, Sunday, Monday). Full-Time hours are available. Temporary/Seasonal work, Flexible scheduling with hours available late May to late summer/early fall.

JOB OBJECTIVES

Level 2 - Watercraft Inspector and Aquatic Invasive Species (AIS)

Educator:

This position involves informing and educating the public about the threats of ecologically harmful aquatic invasive species (AIS) to Minnesota's waters. Level 2 inspectors work at public water access sites, inspecting watercraft for invasive species, educating the public by providing information to watercraft users, and using modified pressure washer equipment to decontaminate watercraft. Must have the ability to drive a county truck and trailer. Applicants are not required to have had previous Level 1 or Level 2 experience.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Inspect watercraft at public water accesses in Douglas County. Provide AIS education and program outreach to recreational boaters, lake users, lake-property owners, and the general public at public water accesses and special events. Use mobile devices to conduct inspections and record survey responses from the general public. Mobile devices are also used for communication with supervisory staff. Conduct AIS early detection searches, as assigned. Demonstrate reliable attendance, punctuality, and professional behavior. Perform all work in compliance with Douglas County Safety Program, including the AWAIR policy and applicable OSHA standards. Based on job assignment may decontaminate high-risk watercraft using modified pressure washer equipment, operate county-owned vehicles, and transport trailer and decontamination units to various public water accesses. MINIMUM QUALIFICATIONS

Required Age Must be at least 18 years of age. ( Prior to employment start date, must be 18 years of age). Required Education High school diploma or G.E.D. (Prior to the start date, high school students would be required to have graduated). Required Experience None.

Required Licenses and Other Requirements:

Possess a valid Minnesota Class D Driver's License or the equivalent and the ability to obtain a Minnesota Class D Driver's License by the start of employment. Required Knowledge, Skills, Abilities, and Qualities Sound understanding of customer relations with an ability to interact positively with a wide range of customers. Ability to work independently with minimal supervision and as a team member. Ability to communicate clearly and professionally both verbally and in writing. Willingness to work odd hours and in adverse weather conditions. Familiarity with the Microsoft Office suite of programs and mobile technology, including apps.

PREFERRED QUALIFICATIONS

Preferred Education Additional years of education, beyond the minimum qualifications. Associate's degree or higher in law enforcement, law, natural science, or a closely related field. A diploma must be achieved by May of the current year. Preferred Experience Experience operating pressure washing equipment. Previous watercraft inspection experience. Experience working for a governmental or regulatory entity. Experience operating and maintaining watercraft. Experience with data entry on a laptop or tablet computer. Previous experience with towing/trailering or ability to learn.

None. Preferred Knowledge, Skills, Abilities, and Qualities Ability to identify Minnesota's aquatic invasive species. Provide outstanding customer service and project a positive image of Douglas County to residents and customers. Interest in environmental science, natural resource management, fisheries management, law enforcement, or other closely related fields. Working knowledge of various types of watercraft. Ability to coordinate multiple tasks within a professional setting. Understand and follow supervisor directions, work rules, policies, and procedures.

WORK ENVIRONMENT

Work is 85% outdoors in summer and fall weather (including adverse weather conditions) in Minnesota climate. 15% indoors or in a vehicle. Works with co-workers and the public constantly. Frequent exposure to lake water. Exposure to high-temperature/high-pressure water residual spray. Rare exposure to gasoline/oils. HOURS Part-Time and Full-Time hours available (preferably someone with the flexibility to work 30-40 hours per week). Temporary/Seasonal work, late May to Sept. Generally, day shifts/hours.
