Job Description

This position is responsible for patrolling designated areas to identify and document vehicles violating parking regulations, issuing citations for infractions, and ensuring compliance with City ordinances. This position is also responsible for administrative functions as they relate to Ordinance inspection documentation. This is a part-time position, up to twenty (20) hours per week. Regularly patrols assigned parking areas to identify and address vehicles in violation of parking regulations. Prepares and issues warnings and citations to vehicles in non-compliance with posted regulations. Communicates effectively with the public; imparts information clearly and concisely. Educates the public on parking regulations and encourages voluntary compliance, including distributing materials to increase public awareness and compliance. Provides courteous and informative responses to public inquiries regarding parking rules, ordinances, policies, and violations. Accurately documents parking violations in parking mobile application and submits reports to appropriate departments for recordkeeping and follow-up. In conjunction with the City Attorney, represents the City in court proceedings, providing testimony and supporting documentation for legal action related to parking citations and animal control. Aids in the enforcement of City ordinances pertaining to animal control within the parks, such as issuing warnings or court citations to delinquent owners. Communicates with Oakland County Animal Control and/or Oakland County Sheriffs Department regarding investigations and complaints pertaining to animal bites, dangerous animals, or stray animals. Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
High School diploma or GED equivalent AND two (2) years directly related experience. Valid Michigan Driver's License with no more than four (4) points currently on record. Basic proficiency with office computers and related applications. Conduct regular patrols on foot, bike, or by vehicle. Work flexible hours, including evenings, weekends, and holidays, based on operational needs.
PREFERRED QUALIFICATIONS
Prior law enforcement, inspection or security-related public contact experience.
PHYSICAL AND WORK ENVIRONMENT
The physical and work environment characteristics described in this description are representative of those an employee encounters while performing the essential functions of this job. This work requires the occasional exertion of up to 50 pounds of force; work regularly requires strenuous manual labor including, but not limited to, walking, stooping, kneeling, crouching or crawling and reaching with hands and arms. Work performed requires walking or standing to a significant degree on rough terrain or may involve sitting for long periods with pushing and pulling of arm and/or leg controls. Work has standard vision requirements. Vocal communication is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Duties are performed daily both in and outdoors under all weather conditions and include exposure to inclement weather.

Each position at the City of Rochester Hills has an assigned Pay Grade consisting of 6 steps. New employees generally start at Step 1 to allow for growth and wage progression, aligned with the City's annual review process. The City will evaluate the applicant's skills and experience to determine whether a higher Step placement is appropriate.
