Job Description
We are seeking an experienced and safety-focused Underground Utility Installation Crew Foreman to lead field crews in the installation, repair, and maintenance of underground utility systems including water, sewer, storm drain, sanitary lines, and related infrastructure. The Foreman will supervise daily operations, ensure projects are completed safely, on time, within budget, and to the highest quality standards while maintaining compliance with all OSHA regulations, local codes, and utility specifications. This is a hands-on leadership role requiring strong technical knowledge of underground construction, crew management skills, and the ability to work in challenging field conditions. Key Responsibilities Lead, supervise, and direct a crew of 4-10+ workers (including operators, pipelayers, laborers) in daily underground utility installation activities Plan and coordinate daily work schedules, crew assignments, equipment usage, and material needs in collaboration with the Project Superintendent/Manager Oversee trenching, excavation, pipe laying (water, sewer, storm, pressure mains), backfilling, compaction, and restoration work Read and interpret blueprints, plans, specifications, and as-built drawings; set line and grade using surveying tools (laser, pipe laser, GPS, level) Ensure proper installation techniques, including shoring, trench safety, and utility protection to prevent damage to existing lines Conduct daily Job Hazard Analysis (JHA) , toolbox talks, and site safety inspections; enforce all safety protocols and PPE usage Coordinate with utility locators, subcontractors, inspectors, and clients to resolve conflicts and maintain project progress Monitor production rates, material usage, and labor costs; report daily progress, quantities, and any issues via logs or digital reporting tools Order and track materials, tools, and equipment; manage inventory on-site Train and mentor crew members, promote skill development, and maintain high standards of workmanship Identify and resolve on-site challenges quickly to minimize delays and rework Maintain a clean, organized, and safe job site; ensure compliance with environmental regulations and site restoration requirements Required Qualifications & Experience Minimum 5-8+ years of hands-on experience in underground utility construction (water, sewer, storm drain preferred) At least 3-5 years in a supervisory/foreman role leading pipe crews or utility installation teams Proven track record installing underground utilities in both open-cut and trenchless methods (preferred) Strong knowledge of OSHA trench/excavation safety standards, utility locating procedures (811/call before you dig), and traffic control Ability to read and interpret construction plans, specifications, and as-builts Proficient with layout tools (pipe lasers, levels, GPS) and basic surveying Experience operating or directing the operation of heavy equipment (excavators, backhoes, loaders) Preferred Qualifications Valid CDL Class A driver's license (with clean record) OSHA 10 or 30-Hour Construction certification Experience with deep excavations, dewatering, or working around live utilities Familiarity with local jurisdictional requirements (e.g., city, county, or DOT specifications) First Aid/CPR certification Required Skills & Abilities Excellent leadership, communication, and problem-solving skills Strong attention to detail and commitment to quality workmanship Ability to work outdoors in varying weather conditions and perform physical labor when needed (lifting 50+ lbs, bending, standing for long periods) Reliable, safety-minded, and able to work extended hours/weekends as project demands require Valid driver's license and reliable transportation
