JOB Douglas County - Parks Department Full Time Position / Position works 40 hours per week, i ncludes excellent benefit package, including medical/vision/dental and long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods. Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.
Job Summary:
This position coordinates activities and assignments of park volunteers and campground hosts; performs light manual labor and/or semiskilled work for the care, maintenance and repair of county park grounds and facilities; oversees collection of revenue at assigned parks and campgrounds; and monitors various park/campground water systems. Position may involve working occasionally on weekends and holidays
Essential Functions:
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job. Coordinate, train and assist park, campground or recreational area volunteers and camp hosts with program policy and procedures, including implementation and compliance with all OSHA compliant safety training; and provide guidance and determine solutions where needed. Prepare and maintain records, logs, spreadsheets and reports on assigned activities, maintenance and cost factors in a timely manner; may participate in project enhancement projects, and provide a variety of administrative support duties for the program area as needed. Provide information and education to visitors, volunteers and general public patrons pertaining to park, campground or recreational facility use; assist in the collection and/or processing of parking, camping and/or pay box revenue in compliance with established department and county policy; respond to complaints within assigned parks, campgrounds or recreational areas As needed, perform general upkeep of park facilities and grounds, including but not limited to, restocking of supplies, clean-up of grounds, restrooms, buildings, camp spots, trash disposal, landscape and/or shoreline maintenance; identify, report and secure hazardous areas, and prioritize volunteer and camp host maintenance needs. Assign and reassign tasks available for volunteers in order to reach prescribed goal; oversee activities of volunteers and camp hosts in the performance of landscape, maintenance and/or cleaning of grounds and facilities in assigned areas; coordinate with other county staff those duties that volunteers have signed up to do, or those assigned to camp hosts. Responsible for coordinating supplies and materials needed for volunteers and camp hosts to maintain parks, campground and/or recreational property. Perform water testing and reporting in accordance with established policies and procedures.

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred: Associates degree or higher degree in Park & Recreation, Natural Resources or related field and two years of progressively responsible relevant, work experience High school diploma or GED and four years of progressively responsible relevant, work experience in the maintenance and development of park, forest, campground, or recreation areas including facility maintenance, management, volunteer coordination, or planning which includes some supervisory experience and report writing
Knowledge of:
Basic knowledge of revenue handling and record keeping; knowledge of volunteer services, principles, and practices; knowledge of the methods, practices, tools and materials used in park, campground and/or recreational area operations; knowledge of OSHA compliant safety practices; knowledge of park and campground rules and regulations. Ability to : perform each principal duty satisfactorily; ability to understand and follow oral and written instructions; communicate effectively both verbally and in writing; coordinate and direct the activities of volunteers and camp hosts; work effectively in an outdoor environment; deal courteously and tactfully with the public; establish and maintain effective working relationships with volunteers, other employees, County departments, vendors, service providers, and the general public; remain calm and use good judgment during confrontational or high pressure situations; safely operate a passenger truck, other department vehicles and applicable hand and/or power tools needed to accomplish assigned task; and use basic arithmetic to calculate fees, maintain accurate records, logs and reports. Skill in : safe operation, repair and maintenance of hand and power tools and related equipment used in park and campground operations; safe driving; working in a structure of volunteer workers; and working in an outdoor environment. Required At time of appointment, must possess valid Oregon drivers license Regular and consistent attendance Position requires a considerable amount of driving. Finalist will be required to provide a court print driving record that meets the Douglas County Driver Policy, as part of contingent offer of employment.
