PURPOSE OF POSITION
Works closely with the Port Manager, Seward to provide for on-site administration, management, operations, maintenance and repair, billing and marketing of the Alaska Railroad Seward Docks, real estate land and other assets in Seward.Duties and Responsibilities:
Provides daily oversight and management of ARRC dock facilities, primarily in Seward. Coordinates activities on the cruise dock and freight dock by various users including passenger, freight vessels military and other miscellaneous users. Ensures that proper procedures are followed by users for safe operations and compliance with ARRC's terminal use requirements. Ensures applicable Coast Guard security regulations are followed for vessels, including adherence to the Facility Security Plan. Maintains detailed records of all activity. Reports activity necessary for accurate billing according to applicable tariffs or contracts. Keeps accurate vessel logs and provides daily dock reports to the Port Manager, Seward. Acts as ARRC representative in Seward for real estate issues. Inspects property for compliance with lease boundaries and terms of lease, trespass, environmental concerns, etc. Serves as a point of contact for potential tenants, permittees, lessees, and customers. May assist in Negotiates the terms of leases or permits. May be required to travel for scheduled work. Coordinates with other ARRC departments for maintenance activities. Oversees contractors and sub-contractors performing repairs and maintenance of facilities and docks. Arranges for immediate emergency repairs as needed. May be called to respond to incidents as needed. In cooperation with the Police and Security Department, monitors security needs for railroad property and facilities. Working with the Risk Manager, examines loss, damage or destruction of ARRC property and prepares written findings. Interfaces with local government representatives concerning security and code compliance. Provides representation at local governmental, planning and other events that may affect the railroad, such as Seward City Council meetings, Harbor meetings, and economic development meetings. Under general supervision, perform routine repairs and preventive maintenance as directed. Will participate in Incident Command exercises, quarterly drills and related activities as needed.FACTOR 1
Technical and Operational Knowledge Must have knowledge of ARRC's terminal use requirements, procedures, tariff charges and documentation for dock use. Ability to use effectively various power and hand tools is required. Knowledge of federal, state and local laws and regulations regarding the operation, mooring and docking of boats and ships, including Security Plans, Alaska Department of Environmental Conservation, and USCG regulations is preferred. Knowledge of property and facility management is preferred. Must be proficient in the use of personal computers and Word, Excel and database software. Must have basic knowledge of billing and accounting practices. Must have a valid driver's license.FACTOR 2
Analytical Skills & Impact Must be able to conduct inspections, recognize deficiencies and the need for action, prioritize and take appropriate steps. Must be able to prepare cost and budget analyses and prepare requests and justification for funds. Must be able to read, analyze and interpret regulations/procedures and then communicate orally and in writing with customers, internal departments and general public regarding inquiries, compliance and questions. Must be able to analyze and resolve unusual problems.FACTOR 3
Supervision and Control This position will not have direct supervisory responsibility within ARRC. However, this position does provide indirect oversight of other employees who are assigned from other departments to perform work on ARRC's facilities.FACTOR 4
Communication Contacts, in addition to those within the corporation, are with customers, lessees/permitees, police, government officials, contractors, vendors, and the general public. Purpose of communication is to ensure that users of ARRC's dock understand the requirements for use of ARRC's facilities. Requires tact when inspecting ARRC's leased properties for compliance issues. Negotiates solutions and exchanges factual data to secure cooperation in correcting deficiencies.FACTOR 5
Working Conditions Work is performed in an office setting 50% of the time. Work also involves outdoor activity, primarily walking, related to dock activity and site inspections. Duties involve long hours, and being on-call to respond to unusual or emergency situations as they occur. May encounter harsh weather and environmental conditions. Due to the somewhat isolated location of Seward, a Seward resident is preferred to fill the position. Overnight travel is expected. Minimum Qualifications Education Requirements High school graduation or GED equivalent is required. Bachelor's degree in business administration, accounting, logistics, marine science, engineering, planning, criminal justice or similar field related to port and harbor operations is preferred. Work Experience Three years of experience in a managerial capacity, preferably involving marine dock or terminals, is preferred. Must be proficient in the use of personal computers and Word, Excel and database software. Experience in property leasing or facility management is preferred. Certification/License Requirements Must have a valid driver's license. Must obtain a Transportation Worker Identification Credential (TWIC) within 30 days of hire. Preferred Qualifications Bachelor's degree in business administration, accounting, logistics, marine science, engineering, planning, criminal justice or similar field related to port and harbor operations is preferred. Actual benefits differ by bargaining unit. Retirement Plans ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age. Tier 2 Description (Employees hired after July 1, 2015) Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60.
