POSITION SUMMARY
Under general supervision, the Center Based Case Manager is responsible for determining eligibility, recruiting, enrollment and assisting parents under the California Department of Education guidelines for childcare programs and services. The Case Manager will determine family eligibility and will help eligible parents gain access to the available Child Care Centers for Drew CDC; will thoroughly explain the child care services and enrollment process; will assist the program by certifying, re-certify and closing cases in accordance to compliance standards; will certify and authorize child care hours, update family information, approve changes and provide referrals as needed; will provide quality customer service for all clients and internal support departments and external partners, and ensuring accurate and timely entry of data while maintaining confidentiality.
ESSENTIAL JOB FUNCTIONS
To be successful in this position, the Center Based Case Manager (Early Education) Family Services Specialist must be willing and be able to perform the following essential functions always: Conduct the business of Drew CDC in accordance with contractual and regulatory requirements with Drew CDC's Employee Handbook, Title 5
Funding Terms and Conditions, Education Code:
Section 8350, DPSS Funding Terms & Conditions and agency Operational Procedures Manuals. Perform work to achieve the expected program outcomes, outputs including maintaining or exceeding the program census targets to achieve the Annual Agency Budget targets, participates in the planning, organizing, and direct activities of the Strategic Plan and other Agency projects, on-going assessment data demonstrating consistency in contract compliance. Determine eligibility, collect required documentation to process enrollment and complete the initial certification of families qualified for Center Based Child Sites within designated time frames, as required. Will thoroughly explain the enrollment process. This will include all parents' responsibilities and the voluntary reporting changes process and procedures. Schedule and conduct timely annual recertification's and/or updates to facilitate parent's continuation in our childcare programs. Provide high quality customer service for all parents, internal and external support by advising them on available options and how to successfully navigate through processes. Review cases for discrepancies that may identify possible fraud. Monitor cases for program compliance and ensure documentation is accurate, appropriate and complete. Troubleshoot and provide technical assistance to clients as needed to resolve inquiries or concerns. Maintains a waiting list for the assigned sites to facilitate the fillings of vacancies as they occur. Work with Site Supervisors to conduct outreach activities to achieve and maintain or exceed annual census targets for each program. Collect family fees from Child Care Center Site monthly and process accordingly. Some days working remote at the assigned Child Care Center for enrollments & recertification's. Functions within the rules and procedures as outlined in applicable contracts, program/ department procedures & manuals and the Drew Employee handbook.
MINIMUM QUALIFICATIONS
High School Diploma or equivalent with 4 years' experience in office and/or customer service environment, or; AA degree and 2 years' experience in office and or customer service environment, or; Bachelor's degree and 6 months experience in office and or customer service environment. Must have reliable transportation and possess a valid California Driver License in good standing with DMV required; current liability insurance.
