Job Description

Hiring Range:

Position Overview:
Under direction of the Manager of Traffic & Transportation, this position will oversee and coordinate all on-site activities related to concrete paving operations. The supervisor ensures that projects are completed safely, on time, within budget, and according to specified quality standards. This role requires hands-on supervision of crew members and equipment to ensure the highest level of workmanship and efficiency. Manages and coordinates the operations of the City's concrete paving activities. Selects, trains and evaluates personnel and assigned and directs work. Assists in developing operational priorities, goals and objectives. Assists In the preparation of budget in assigned areas. Interprets project specifications, plans, and blueprints t ensure proper execution. Collaborates with the Project Manager and other supervisors to ensure seamless workflow. Establishes and implements safety programs. Provides technical guidance in proper maintenance and operational functions of streets and drainage systems. Responds to and resolves customer inquiries, complaints, and service requests from a variety of customers including citizens and elected officials. Coordinates efforts with other City departments for operations-related inquiries. Oversees all aspects of concrete paving, including sub-base preparation, form setting, pouring, leveling, and finishing. Inspects completed work to ensure it meets the project specifications and industry standards and provides regular updates on project progress. Coordinates delivery and usage of necessary materials, tools and equipment. Ensures proper operation of all equipment, including concrete pavers, mixers, and finishing tools. Performs other duties as assigned. Regular, reliable, and non-disruptive attendance is an essential function of this position, as is the ability to create and maintain professional, harmonious working relationships with others. High School Diploma or GED. Minimum of five years progressively responsible experience in the construction and maintenance of streets, alleys, sidewalks, curbs, etc., including one year of experience as a supervisor or lead person required. Knowledge of construction repair and maintenance of streets, alleys, sidewalks, curbs and screening walls, drainage ways, drainage pipe, bridges, box culverts and retaining walls, knowledge of materials used in repair/maintenance functions, knowledge of basic safety standards, knowledge of TMUTCD and IMSA preferred. Knowledge of pavement assessment management programs and ability to enter, track, and evaluate work orders and performance measures in the City's asset management software. Requires the ability to utilize a variety of advisory data and information such as zoning maps, city ordinances and codes, traffic control material, engineering drawings, City policy manuals, and budgets. Requires the ability to perform mathematical operations involving basic algebraic principles and formulas and basic geometric principles and calculations. Ability to communicate with other city employees, management and the public. Ability to supervise staff. Ability to communicate effectively in written format. Ability to use computer software programs such as Outlook, Word and Excel. Skill in the construction, maintenance and repair functions of streets/drainage facilities. Skill to read and interpret blueprints and city's standard details. Valid driver's license required. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt. Ability to work on emergency callouts, nights and weekends. Ability to lift and carry up to 100 pounds and pull, push or drag up to 150 pounds; climb, crawl, kneel, squat, stoop and bend freely when working; work sitting or standing for extended periods of time. Ability to work in extreme temperatures, both winter and summer at night and in the daytime, in all types of weather. Exposure to dust, fumes and loud noises.
