POSITION SUMMARY
We are seeking a Foreman to lead utility installation crews on residential, commercial, and public infrastructure construction projects throughout Texas. This position requires expertise in underground utility systems, including water, sewer, storm drain, and related services. The Utility Crew Foreman ensures all job site activities are completed safely, efficiently, and in accordance with plans, specifications, and applicable regulations. This role requires strong leadership, communication, and problem-solving skills with an emphasis on trench safety, utility line installation, and coordination with municipalities or utility providers.
YOUR ROLE
Lead and supervise a crew of laborers and equipment operators focused on utility installation and repair. Interpret utility plans, blueprints, and as-built drawings to ensure correct layout and installation of water, sewer, and storm systems. Ensure all underground utility installations meet required depth, slope, and alignment specifications. Coordinate with project managers, inspectors, and utility companies for scheduling tie-ins, testing, and inspections. Oversee trench safety and ensure proper shoring or protective systems are in place at all times. Maintain daily production goals while prioritizing safety and quality. Conduct daily safety meetings and site inspections focused on confined space, excavation, and utility-specific hazards. Ensure all permits, locates (811), and testing protocols are followed. Complete daily reports, crew timesheets, and inspection forms accurately. Maintain proper use, inspection, and maintenance of equipment including trenchers, excavators, and pipe lasers. Troubleshoot onsite utility conflicts or design issues and escalate to management or engineering as necessary. Perform other duties as assigned.
WHAT YOU BRING
Education :
High school diploma or GED preferred but not required.
Licenses/Certifications :
Valid Texas Driver's License is preferred. OSHA 30 Certification or Utility Safety Training is a plus. Competent Person for Excavation or Confined Space Entry certification is strongly preferred. Must be able to pass a pre-employment drug screen and background check.
Experience :
3+ years of utility or civil construction foreman experience. Proven knowledge of water, sewer, and storm drain installation. Familiarity with pressure testing, vacuum testing, pipe bedding, and backfill compaction. Experience working in easements, ROWs, and coordinating with municipalities or engineers.
Skills and Abilities :
Ability to lead a crew and enforce safety and quality standards. Proficient in reading utility plans, profiles, and details. Strong leadership, communication, and organizational skills. Capable of identifying utility conflicts or obstructions in the field. Bilingual (English/Spanish) is a strong plus. Proficient in completing electronic reports or mobile app documentation. Has reliable transportation and is punctual and dependable. Committed to safety and maintaining compliance on active sites.
SCHEDULE
This is a full-time, on-site position — no remote or hybrid options.
Typical Work Hours:
Monday - Friday, starting as early as 5:00 AM and ending as late as 6:00 PM ( Exact hours may change depending on the job or weather. ) Typically 8-12 hour shifts You may be asked to work overtime or on Saturdays when needed.
PHYSICAL REQUIREMENTS
This job involves a lot of moving, lifting, climbing, bending, and standing. You'll work outside in the heat, cold, or rain depending on the day. You'll also use tools and may operate equipment or vehicles. As a condition of employment, the selected candidate will be required to successfully complete a pre-employment drug screen and background check.
