Job Description

The City of Portsmouth is seeking motivated Laborers to join our Water, Sewer, and Stormwater Division. This position plays a vital role in maintaining infrastructure that keeps our city running safely and efficiently.
Pay rate:
$22.21- $24.49 an hour per the 1386A Salary Schedule •Additional compensation is available for those who hold a Water Distribution License Grade I and a
Sewer Collection License Grade I Hours:
Full Time, 40 hours per week

NATURE OF WORK
The purposes of this position are to perform and complete unskilled and semi-skilled municipal building, water, sewer, road, drainage, and other maintenance and construction work. Included are assignments such as snow and ice control operations, street cleaning, seasonal cleaning and cleaning operations; water, sewer, road, and drainage systems and facilities maintenance, repair, and construction; trench hand grading and pipe laying; curb laying, street repairs and paving; improving traffic and pedestrian access and sight distances; grounds maintenance, vegetation trimming, cutting, and removal; back filling, loading, and transporting and implementing job site and work safety procedures.
SUPERVISION
Work is performed under the general direction of the Public Works Director, General Foreman, or their designee. Incumbent plans and carries out daily work with a degree of independence and teamwork. Performance is subject to review according to the City's personnel plan through observation, reports, and the results achieved.
ESSENTIAL JOB FUNCTIONS
The essential functions or duties listed below are intended only as illustration of the various types of work that may be performed. Assist in the installation, maintenance, and repair of water and sewer facilities and lines. Assists with meter installations and programs meter boxes. 2. Spreads sand, gravel, and asphalt. Digs and moves materials with hand tools, wheelbarrows, and hand trucks. Performs other manual and machine assisted maintenance, repair, and construction work. 3. Loads and unloads heavy materials from vehicles. Assists with stocking operations. Mixes and pours cement. Lays asphalt and patches streets. 4. Uses a wide variety of power, pneumatic, and hand tools to perform heavy laboring and unskilled and semi-skilled tasks essential to municipal building, public works, and utility operations. 5. Mows grass, weeds, and brush. Rakes and picks up refuse, leaves, and other debris. Clears culverts, drains, roads, ditches, and hydrants. Maintains parks and other grounds. 6. Paints and puts antifreeze in hydrants. 7. Assists with preparing, maintaining, and performing job site and work safety practices. 8. Operates a snowplow truck and/or services as the operator's helper. Uses sidewalk tractors and trucks rated 1.5 tons or less. Shovels snow and spreads sand and salt on sidewalks, parking lots, steps, etc. 9. Subject to call out to respond to emergencies after normal working hours. 10. Operates and checks vehicles, attachments, and tools for correct fluid levels, pressures, and general operating condition. Services, cleans and washes vehicles and equipment. Reports repair needs to supervisors and mechanics. 11. Performs such other duties and responsibilities as may be assigned from time to time by supervisor.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
The successful applicant, after initial training, must consistently demonstrate a(n): 1. Ability to determine an appropriate way to perform various tasks to efficiently and effectively complete assigned work. 2. Ability to effectively and safely use power, hydraulic and pneumatic driven tools, gas meters, other test and safety equipment, and specialized equipment such as a rodding machine, vactor truck, various pumps, hand tools, specialized machines and equipment and a working knowledge of the characteristics of materials used i.e., their purpose and suitability for application or use. 3. A strong commitment to producing excellent work and work products in the most cost-effective manner possible. 4. On-going development and training of acquired skills and knowledge in the efficient, safe and effective use of equipment, materials, tools and time. 5. Strong personal example to provide excellent services to external and internal customers. 6. Ability to communicate effectively with the general public, City staff, and government officials at all levels.
ENVIRONMENT, WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT
Work is performed inside a garage, at field locations, outside in all weather conditions, in confined spaces, and inside vehicles. This position requires frequently working around, in, under and on top of machinery and equipment. Ability to perform simple and routine manual labor and perform one routine job for a prolonged period. Current position includes some limited physical requirements including frequently performing strenuous manual labor for extended periods of time under adverse and varying weather and climatic conditions, frequently moving and transporting equipment, supplies, and tools weighing up to 80 pounds, and possible exposure to hazardous conditions, chemicals, gases, and odors.
MINIMUM REQUIRED QUALIFICATIONS
Applicants for this position must have graduated from high school or have earned a graduate equivalent diploma (GED), have a working knowledge of how to care for, operate and use tools and equipment effectively and efficiently and have not less than two (2) years' experience in construction or maintenance work. New hires must obtain before the end of their probationary period and incumbents must possess a valid commercial driver's license, class B, and have no offenses which would prohibit or restrict any insurance carrier providing coverage to the City.
CDL Requirement:
To obtain a New Hampshire CDL, you must meet the following criteria: Hold a valid New Hampshire Driver License Be at least 18 years of age If you are an out of state applicant, you must be 21 years of age or older For more information, please visit the NH DMV website: Commercial Driver Licenses | NH Division of Motor Vehicles Staff are encouraged to obtain a Water Distribution License Grade I and a Sewer Collection License Grade I.
