Seasonal Public Works Laborer

The City of Portsmouth is seeking 2 motivated and reliable individuals to join our Public Works team as Seasonal Public Works Laborers. This is a great opportunity to gain hands-on experience, work outdoors, and help maintain the beauty and functionality of our city during the busy summer months. These roles will primarily support operations in the Parking and Highway divisions.

Full Time, 40 hours a week

NATURE OF WORK

The purpose of these positions is to provide seasonal maintenance throughout the City of Portsmouth. Duties include painting, cleaning, facility repair and maintenance, and parks and greenspace maintenance and repair. This position will require working with hand tools, working on ladders, and operating power tools and equipment as needed.

SUPERVISION

Work is performed under the general direction of the Public Works Director, General Foreman, or their designee. Incumbent plans and carries out daily work with a degree of independence and teamwork. Performance is subject to review according to the City's personnel plan through observation, reports and the results achieved.

ESSENTIAL JOB FUNCTIONS

Highway Greenspaces:

Mows grass, weeds and clears brush as needed. Rakes and picks up refuse, leaves and other debris around the facilities. Performs other heavy laboring and various semi-skilled and skilled tasks essential to municipal buildings, public works and utility operations using a wide variety of power, pneumatic and hand tools. Assists with preparing, maintaining, and performing job sites and work safety practices. 2.

Highway Facilities:

Assists in the maintenance and repair of facilities and grounds. 3.

Parking:

Cleans and performs maintenance to period lighting, fountains, and other City infrastructure in the downtown business district. Assists in the maintenance and repair of facilities and grounds. 4.

Prescott Park:

Assists in the maintenance and repair of facilities and grounds. 5. Performs other duties as may be assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Ability to effectively and safely use hand tools, power, hydraulic and pneumatic driven tools, other test and safety equipment, including various pumps and compressors, specialized machines and equipment and a working knowledge of the characteristics of materials used i.e., their purpose and suitability for application or use. 3. Ability to perform all aspects of this role in a safe manner for yourself, other members of the team, the public, and the equipment. 4. A strong commitment to producing excellent work and work product in the most cost-effective manner possible. 5. Ability to establish and maintain effective working relationships with customers, co-workers, employees in other divisions or municipal departments and City officials. 6. Ability to communicate effectively with the public, City staff, and government officials at all levels. 7. Ability to perform all tasks assigned, in a reasonable amount of time, with a positive attitude. It is imperative to a successful crew that all team members work well together and provide support for each other.

ENVIRONMENT, WORKING CONDITIONS, PHYSICAL AND MENTAL EFFORT

Work is performed inside a garage, at field locations, outside in all weather conditions, and inside vehicles. Ability to perform simple and routine manual labor and perform one routine job for a prolonged period. Current position includes some limited physical requirements including frequently moving and transporting equipment, supplies, and tools weighing up to 80 pounds, and possible exposure to chemicals, gases, and odors. Must be able to perform physical duties such as walking, crawling, crouching, stopping, kneeling, pushing, pulling, lifting, and carrying heavy objects.

MINIMUM REQUIRED QUALIFICATIONS

Applicants for this position must be 18 years of age, have graduated from high school, or have earned a graduate equivalent diploma (GED). Experience and/or study in the field is preferred but not required. Must have a valid driver's license. (The above descriptions are illustrative.
