Job Description

About Us:
Uwchlan Township is a vibrant 2nd Class Township in the heart of Chester County, Pennsylvania, committed to maintaining a high quality of life for our residents. Our Public Works Department is dedicated to ensuring the safety, efficiency, and reliability of our community's infrastructure. We are seeking a reliable, safety-minded, and hardworking Public Works Laborer primarily assigned to the Sewer Division. This position plays a vital role in maintaining the Township's sewer collection system and supporting the Township's third-party operator of a wastewater treatment plant.
Position Overview:
The Public Works Laborer - Sewer Division supports the day-to-day maintenance and improvement of the Township's sewer collection system, including pump stations, and supporting the Township's third-party operator of the Eagleview Wastewater Treatment Plant. This is a hands-on role involving fieldwork, equipment operation, and supporting seasonal operations including snow removal and emergency response activities. This is a full-time, non-exempt position and is classified as an Essential Employee requiring availability for emergency response and on-call assignments as needed.
Key Responsibilities:
  • Inspect, clean, and maintain sewer lines, manholes, and related infrastructure.
  • Respond to sewer emergencies, including backups and system blockages.
  • Support wastewater treatment operations and system monitoring.
  • Operate and maintain tools and equipment used in sewer maintenance.
  • Support CCTV inspections and assessments of sewer and stormwater infrastructure.
  • Assist with stormwater system maintenance, including clearing drains and culverts.
  • Load, transport, and stage materials and equipment at job sites.
  • Maintain vehicles, tools, and equipment in a safe working condition.
  • Establish safe work zones and assist with traffic control when needed.
  • Mark Township infrastructure in response to PA One Call utility location requests.
  • Participate in snow removal and emergency response operations, including emergency response to PA One Call utility location requests.
  • Assist during emergency events such as flooding, downed trees, debris removal, or other urgent Public Works response needs.
  • Assist in special projects as assigned.
  • Other duties as assigned.
Minimum Qualifications:
  • High school diploma or GED.
  • Ability to follow verbal and written instructions.
  • Working knowledge of hand tools, power tools, and basic equipment operation.
  • Strong teamwork, dependability, and communication skills.
  • Ability to perform physically demanding work in all weather conditions, including lifting 50+ lbs.
  • Valid driver's license with the ability to obtain a Class A Commercial Driver's License (CDL).
  • PA DEP Wastewater Certifications (or ability to obtain within one year of hire): o Class E, Subclassification 4
  • NASSCO Certifications (or ability to obtain within one year of hire): o Pipeline Assessment Certification o Lateral Assessment Certification o
Manhole Assessment Certification Preferred Qualifications:
  • Previous experience in a laborer or construction role.
  • Prior experience in sewer maintenance, construction, or municipal public works.
  • Experience with CCTV inspection equipment.
  • Valid Class A CDL.
  • Familiarity with GIS or asset management systems (e.g., TRAISR).
  • PA DEP Wastewater Certification for Class B, Subclassification 1
  • Emergency services experience.
Physical Requirements:
  • Must be able to lift more than 50 pounds.
  • Ability to work in various weather conditions.
  • Ability to work in conditions where you are exposed to noise, traffic, confined spaces, and wastewater environments.
  • Willingness to work irregular hours, including evenings and weekends, as needed.
