Job Description

Munhall Sanitary Sewer Municipal Authority SEWER LABORER- Job Description The Munhall Sanitary Sewer Municipal Authority owns, operates, and maintains the public collection and conveyance system serving approximately 4,600 public sewer customers within the Borough of Munhall. The system is comprised of 59,000 feet of combined waste and storm water sewers, 196,000 feet of separated sewers, a pump station, interconnections and facilities with neighboring authorities, and three ALCOSAN points of connection. Governance of the Authority is by a 100% volunteer Board of Directors appointed by the Munhall Borough Council. The Authority will employ an Operations Team to maintain the system and conduct inspections as part of the operation of the Sanitary Sewer System. This is an
ENTRY LEVEL, LABORER
position with a combination of manual labor, and sewer inspections. The position requires the ability to work both supervised AND unsupervised along with the ability to communicate effectively with other field crew, Manager, Board Members, the public, other governing bodies, employees, and consultants. This position may be subject to emergency call-out and must be able to work overtime including nights and weekends and stand-by, as required.
Essential Responsibilities may include:
  • Locating, marking, maintaining, inspecting, and repairing of Authority Assets (pump station, manholes and sewer pipes)
  • Performs installation work including (but not limited to) digging and backfilling trenches, breaking up and removing concrete/asphalt,
  • Follow written and verbal instructions;
  • Perform basic math;
  • Sufficient clarity of speech, hearing and without reasonable accommodation which permits the employee to discern verbal instructions, communicate with other employees and the public;
  • Responds to emergency situations as required such as system breaks or blockages, sanitary sewer overflows, odors, traffic control and erection of safety barricades;
  • Being on-call and answer sewer calls as needed;
  • Keeping ALL Authority equipment, and office spaces safe, clean, operational and free from hazards;
  • Snow removal and grounds keeping at office, pump station
  • Easement maintenance with grass cutting, weed removal and tree removal (as needed)

  • Assist in responding to inquiry's made by the Manager or Board;
  • Learn and assist with CCTV and Sewer Camera Equipment;
  • Learn and assist with maintenance of the Pump Station;
  • Learn and assist with using digital monitoring equipment;
  • Learn NASSCO and
CONFINED SPACE
trainings;
  • PA Wastewater Operator Certification from the PA DEP (OPTIONAL);
Qualifications:
  • Impeccable integrity in personal and professional capacity;
  • High School Diploma or Equivalent;
  • Valid Pennsylvania Driver License, (commercial license would not be required for LABORER Position);
  • Successfully Pass a Background and Child Abuse screening, Drug and Alcohol screening, driver's license check and physical agility test;
  • Ability to work for an extended period in adverse weather conditions (heat, cold & wet);
  • Possess oral and written communication skills and be able to establish and maintain cooperative working relationships with the Board, public and private agencies, and the general public;
  • Ability to effectively present information and respond to questions from the Foreman, Manager, customers, and the general public;
  • Ability to maintain accurate paperwork
Work Experiences Preferred:

  • Plumbing and/or;
  • Mechanical Experience;

  • Willing to learn;
Physical Demands:
  • Required to stand, walk, sit, climb, or balance, stoop, kneel, crouch, or crawl;
  • Ability to go into manholes or confined spaces;
  • Ability to stand on uneven surfaces;
  • Ability to lift and/or move up to 100 pounds.
  • While performing duties of this job, the employee is regularly required to observe, talk, hear, handle, or feel, and smell.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Administrative Responsibilities may include:
  • Ability to fill out forms on paper and electronically, file correctly, and stay organized;
  • Ability to e-mail and correspond electronically (as needed)
  • Understanding and following the Authority's Time of Sale Dye Test Policy and Procedures;
