Job Description

Walker & Company is hiring a senior preconstruction manager who can turn early-stage opportunities, evolving designs, and owner priorities into clear budgets, smart risk decisions, and executable project strategies. This role leads integrated preconstruction and project strategy for multifamily new construction, renovation, repositioning, and capital improvement work generally ranging from $15 million to $100 million across North and Central Florida, with selective expansion across the Southeast. This is not a traditional estimating role. It is a front-end leadership position built for someone who can operate at the intersection of business development, preconstruction, estimating, design coordination, operations planning, trade strategy, and owner relationship management. The right candidate brings technical construction judgment, commercial discipline, owner-facing presence, and the ability to convert project potential into profitable work that can actually be built. The next chapter requires the same fundamentals, sharpened by better data, stronger trade intelligence, and a more integrated preconstruction-to-field operating model. Position Impact
  • Lead early project planning and alignment for multifamily pursuits, negotiated opportunities, renovation programs, and select strategic projects.
  • Connect owner objectives, design intent, budget realities, schedule requirements, constructability issues, procurement risks, subcontractor input, and field execution before the project moves into construction.
  • Help Walker win the right work, price it intelligently, manage risk early, and protect margin before assumptions become field liabilities.
  • Build a tighter bridge between what was sold, what was priced, what was promised, and what is to be built.
Core Responsibilities:
Pursuit, Strategy, and Owner Engagement
  • Support pursuit strategy for multifamily, commercial, new construction, renovation, repositioning, and capital improvement opportunities.
  • Participate in early owner meetings, developer conversations, design coordination, client interviews, proposal strategy, RFQs, RFPs, qualifications packages, and presentations.
  • Evaluate project fit, risk, margin opportunity, resource availability, schedule feasibility, and strategic value before Walker commits significant resources.
  • Develop strong relationships with multifamily developers, owners, architects, engineers, owner representatives, consultants, subcontractors, vendors, and strategic partners. Preconstruction and Project Development
  • Lead front-end planning from conceptual budgeting through final pricing.
  • Coordinate with estimating to develop conceptual budgets, milestone estimates, cost models, bid packages, pricing, and clear scope assumptions.
  • Review drawings, specifications, geotechnical reports, site logistics, existing condition reports, and design documents for constructability, scope gaps, cost exposure, and schedule risk.
  • Lead value engineering, cost alignment, design-assist input, and early trade partner engagement without damaging project intent or owner confidence. Operations Integration
  • Partner with operations to validate that preconstruction commitments can be executed in the field.
  • Align scope, budget, schedule, procurement, logistics, staffing, subcontractor strategy, and turnover documentation before construction starts.
  • Lead or support project turnover meetings with clear communication on assumptions, pricing logic, owner commitments, risk items, allowances, exclusions, alternates, procurement concerns, and subcontractor strategy.
  • Stay involved during early construction as needed to support continuity, owner confidence, and project success. Budget, Risk, and Financial Discipline
  • Track milestone budgets, cost drivers, assumptions, alternates, allowances, exclusions, qualifications, escalation exposure, and budget movement from concept through buyout.
  • Identify exposure tied to incomplete documents, unclear scope, labor capacity, material escalation, long-lead items, site constraints, schedule compression, subcontractor gaps, code issues, phasing, and owner-directed changes.
  • Support contingency recommendations, allowance structure, escalation assumptions, bid package strategy, cost reconciliation, and pricing decisions that protect Walker's reputation and profitability. Leadership Expectations
  • Serve as a visible internal leader who improves collaboration across business development, estimating, preconstruction, operations, executive leadership, project management, field leadership, and trade partners.
  • Bring structure to ambiguity and urgency to decision-making without creating noise. Clear thinking beats long meetings every time.
  • Translate technical construction issues into business-level recommendations that owners, executives, and project teams can act on.
  • Communicate with confidence, precision, and professionalism in milestone meetings, owner conversations, design coordination, and internal planning sessions. Experience and Qualifications
  • 8+ years of experience in commercial construction, multifamily construction, renovation, project management, preconstruction, estimating, or operations leadership.
  • Prior experience managing or supporting multifamily projects is preferred, especially projects generally ranging from $15 million to $100 million.
  • Experience with conceptual budgeting, GMP development, negotiated work, design-assist coordination, owner-facing preconstruction, proposal strategy, and project pursuit support is preferred.
  • Renovation, occupied renovation, phased construction, repositioning, and capital improvement experience is strongly valued.
  • Florida construction market experience is preferred; North Florida, Central Florida, and Southeast subcontractor, owner, designer, and developer relationships are a strong plus. Technical Knowledge
  • Strong understanding of construction means and methods, including sitework, structural systems, wood-frame, concrete, podium construction, MEP coordination, building envelope, amenity spaces, unit turns, renovations, and phased delivery.
  • Ability to work with conceptual drawings, incomplete documents, owner criteria, design narratives, evolving assumptions, and early-stage ambiguity while identifying scope gaps, constructability issues, budget risk, and schedule exposure.
  • Practical understanding of subcontractor markets, procurement constraints, labor capacity, escalation, buyout strategy, scheduling tools, estimating systems, construction management platforms, document control, and Microsoft Office applications.
  • Strong written, verbal, presentation, analytical, organizational, and owner-facing communication skills. Position Logistics
  • Full-time, exempt position with primary focus on Central and North Florida.
  • Travel as needed for pursuits, owner meetings, jobsite visits, design coordination, trade partner meetings, and selective Southeast expansion opportunities.
  • Standard schedule is Monday through Friday, with flexibility required for proposal deadlines, owner meetings, project milestones, and time-sensitive pursuits.
