The Building Commissioner is also responsible for the management of the Building Department and the oversight of building/facility operations. Duties The position is responsible for the administrative and technical enforcement of the Massachusetts Building Code, local zoning laws, and related ordinances. Key duties include reviewing and processing building permit applications, conducting inspections of construction and renovation projects, investigating code violations, and issuing Certificates of Occupancy. The role oversees the maintenance of City Hall facilities, supervises departmental staff including inspectors and clerical personnel, manages payroll and budgets, and prepares reports. The position also plays a key role in developing department policies and recommending permit and license fees. Additional duties may be assigned by the Mayor.
Requirements and Qualifications:
Proficiency in Microsoft Windows and related software applications. Strong communication skills for interaction with the public, city officials, and staff. Valid motor vehicle operator's license. Supervisory experience required. Bachelor's degree in building construction, design, or a related field - or five (5) years of experience in building construction/design supervision, or an equivalent combination of education and experience. General knowledge of building materials, construction standards, fire prevention, accessibility, ventilation, and egress requirements. Familiarity with M.G.L. c. 32 §13A and associated accessibility regulations. In-depth knowledge of the 2015 International Building Code and the Massachusetts Energy Stretch Code. Certification as a Building Commissioner by the Massachusetts Board of Building Regulations and Standards (BBRS) as required under 780 CMR R7.
