POSITION SUMMARY
Under the direction of the Project Management Supervisor, coordinates and manages capital projects activities, including managing vendors, planning, design, bidding, construction, project closeout, change orders, and final inspection on assigned projects for new construction, renovations and/or capital improvements to existing facilities. The Project Manager III will also supervise and coordinate the work of several project managers according to type or location, such as major modernizations or HVAC projects. Directly or indirectly through project managers, the incumbent shall manage the Architects/Engineers (A/E) as well as the contractors working on the assigned projects. The incumbent shall work with the supervisors of the departments of Maintenance and Plant Operations, Transportation, Food and Nutrition Services, Area Offices, Purchasing and Supply Services, Safety and Security, Environmental Office, and Information Technology, as well as instructional departments to ensure that all requirements from these departments are met. The incumbent shall have familiarity with state and county requirements and regulations as well as jurisdictional requirements relevant to capital projects. The work is reviewed by the Project Management Supervisor to meet the goals and objectives of the department with quality of production as a top consideration. May 14, 2026 Detailed DescriptionDUTIES & RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Directs, coordinates and manages the activities of one or more Project Manager I and/or Project Manager II positions as well as Consultant Planners, Designers, Inspectors, and Contractors assigned to the projects; Manages project assignments to include, but not limited to the following: groups of projects in such categories as new schools, major modernizations, limited renovations, or systemics; coordinates a team and ensures compliance with budget, schedule, and quality requirements; Manages A/Es and consultants to ensure compliance with contract requirements, applicable construction codes, and PGCPS and PSCP administrative requirements; Reviews technical proposals, coordinates legal issues with PGCPS representatives (claims, nonpayment issues), change orders, proposed change orders, allowance deductions, and A/E and contractor payments; Reviews, inspects, and oversees project activities either directly or through a Project Manager I or Project Manager II to evaluate efficiency and workmanship; Coordinates and reviews the project schedule and critical path documents with consultants and vendors; Ensures accurate reporting on project status; Prepares required periodic reports pertaining to the status of projects and responses to requests for information; Confers with personnel from the various departments within the school system to meet current objectives and requirements; Attends construction progress meetings and maintains logs and project records, and reviews the logs and records of assigned Project Manager I and Project Manager II staff on assigned projects; Attends PTA or community meetings to provide updates on the assigned projects; Assists in overseeing the daily operations of the Construction Department in the absence of the Project Management Supervisor; Provides technical assistance and guidance to personnel designated as Project Manager I and Project Manager II; Travels to consultants offices and frequent trips to construction sites as needed; and Performs other duties as assigned. Job RequirementsQUALIFICATIONS
The requirements listed below are representative of the knowledge, skills, and/or abilities required.Thorough knowledge of:
Prince Georges County Codes and Regulations, as well as County submission, and review requirements; Board of Education for Prince Georges County rules and regulations; State IAC/PSCP and Department of General Services guidelines related to Schematic, Design and Construction Document Submissions, including new buildings, renovations, and systemic renovations (preferred but not required); Construction related contracts, including but not limited to Construction Managers (CMs), General Contractors, A/Es and all related consultants; Principles and practices of construction; and AIA Contract Documents. Understands the current educational and construction-related objectives and requirements set forth by the Maryland State Department of Education (MSDE) and the Public School Construction Program (PSCP); Demonstrated ability to lead a small team; Ability to oversee multi-million dollar construction projects; Ability to work efficiently and effectively with other government agencies; Ability to initiate correspondence and prepare professional reports; Ability to plan, implement and evaluate; Ability to develop effective work standards and schedules; Strong experience with human relations; Strong written, verbal and computer communications; and Effective problem identification, problem-solving and decision-making abilities.EDUCATION AND/OR EXPERIENCE REQUIREMENTS
Graduation from an accredited college or university with a Bachelors degree in architecture, civil, mechanical, electrical, structural engineering, construction or a related field is required. A minimum of six (6) years of experience directly managing construction projects or an equivalent combination of at least ten (10) years of education, experience and/or training which provides the required knowledge, skills, and abilities.CERTIFICATION REQUIREMENTS
Must have a valid Motor Vehicle Operators License. Candidates who are Professional Engineers, Registered Architects and/or are PMP, CAPM or CPM certified are preferred.SUPERVISORY RESPONSIBILITIES
Oversees and provides guidance and direction to department staff members.PHYSICAL DEMANDS
