Job Description

Summary This position is responsible for all aspects of Management for Residential Services Supervisory Responsibilities Direct Support Staff Essential Functions  Participates in fulfilling the corporate mission.  Responsible for managing personnel in Residential Services.  Responsible for program design and implementation to meet persons served needs.  Responsible for following the guidelines of the Medicaid Waiver Principles.  Responsible for monthly billing for Residential Services.  Responsible for implementing CARF standards.  Responsible for gathering data for Performance Improvement Plan.  Maintains adequate files for each person served.  Prepares and Produces monthly reports to monitor the progress and appropriateness of objectives for each person served.  Monitors and ensures staff completes all documentation as required to ensure quality services.  Provides timely and appropriate feedback and oversight on staff documentation, including daily progress notes, data sheets, and incident reports  Participates in recruitment, ensures vacancies are filled in a timely manner, and participates in all hiring and termination decisions for assigned locations.  Oversees staff training and orientation and maintains records.  Approves staff scheduling and request for time off.  Conducts staff counseling and corrective actions.  Ensures applicable Occupational Safety Health Administration compliance standards are met and all related training occurs. Documents training and compliance in accordance with Casco and regulatory requirements.  Oversees implementation of services outlined in person(s) served service plan.  Oversees implementation of and compliance with audit systems.  Assists with the review and tracking of incident, accident reports, and EMTs.  Monitors service site expenses relative to budgets.  Provide 24-hour on-call support to situations requiring immediate attention. Share on-call support with fellow Residential Coordinators when applicable.  Ensure that staff working at the site provide care and guidance to the people we support in accordance with all legal regulations, policies, procedures, and training.  Ensure all Waiver guidelines and regulations are met or exceeded at assigned site.  Complete evaluations and Annual Appraisals for all staff.  Train, supervise, and document the supervision of all staff at assigned work site.  Ensure that lead staff and all DSP's review, and sign that they have read and understand all ISP's, IPS updates, and BSP's.  Attend all monthly nursing visits with Community RN. Review and sign monthly nursing summaries for accuracy and follow-up items. File monthly nursing summaries.  Maintain staff schedules, ensuring appropriate staffing in accordance with contractual staffing pattern and budgets, and communicate any staffing needs to your Direct Manager.  Coordinate all aspects of filling direct care shifts as needed.  Work direct support as needed to offset overtime and/or provide coverage due to unexpected schedule changes or to meet the needs of the people we support.  Create, maintain and ensure that all required Waiver program documentation is current and complete for all clients (i.e. ISPs, addendums, Service Delivery Logs, behavior tracking, MARs, financials, Community Activity Logs, etc.)  Ensure that daily log notes provide a complete record of staffing support that was provided to each individual receiving services.  Review all daily log notes written for assigned site and ensure that all notes are written according to waiver regulations.  Train and support all staff at assigned site to document and track all personal outcome progress of the people we support. Ensure compliance by all staff to ensure accurate data on personal outcome progress.  Ensure proper oversight of all monies in the home  Assist with the scheduling of the annual ISP meeting with the support team.  Meet with Support Coordinator monthly for the face-to-face visit with the people we support. Follow-up on any concerns noted immediately.  Create monthly team meeting agenda and hold monthly team meetings with all staff at assigned site.  Ensure all prescribed medications and treatments for individuals receiving services are available and taken as directed by maintaining current orders and supplies.  Review medication and Medication Administration Records (MARs) for every person supported.  Schedule medical appointments for all assigned individuals and ensure health care needs are met.  Ensure the cleanliness of homes and address all maintenance.  Maintain the safety of all people we support by ensuring that all staff working at the site complete initial emergency drills, monthly fire drills and quarterly earthquake, tornado, and intruder drills  Communicate consistently and positively with guardians, support coordinators, and other service providers.  Completes special projects and assignments as requested by the Director of Home and Community Based Services or CEO.  Enforces personnel policies in a fair and consistent manner with all employees.  Supports department managers in their efforts to maintain smooth and efficient operation of their department within the context of corporate policies and procedures.  Assists in reporting required data to other departments as needed.  Reports to the Director of Home and Community Based Services or CEO regarding the state of the Residential Services and any internal or external issues that might affect the corporation.  Furnishes the Director of Home and Community Based Services or CEO with adequate information to enable competent management of the corporation.  Participates as a member of the management team.  Must uphold and enforce policies and procedures of the corporation. Does not knowingly expose the corporation to unnecessary risk.  Interacts with other departments and resources to assure that programs, services and supports as well as business and professional performance reflect best practices in the industry.  Must maintain the confidentiality of all persons served records and situations. These must be discussed only with the Director of Home and Community Based Services and CEO.
Qualifications Experience:
Prefer previous management experience. Must have previous experience in working with people with disabilities.
Education:
4-year college degree in related field preferred. Required high school diploma or equivalent.
Skills:
Computer use, good communication, ability to get along with others, good organizational skills.
Certification:
None.
Background:
This position requires a background check with previous employers, personal references, and criminal records, the Dept. of Aging, the Dept. of Family Services and the Dept. of Mental Health. Training As required by job duties Work Environment The work environment may be noisy with many different activities occurring simultaneously. This position involves direct interaction with a variety of people. Many people served by Casco have disabilities. Disabilities may include severe physical and behavioral disabilities.
