SOFT's client, located in Holtsville, NY is looking for a Quantity Surveyor, Technical Lead candidate for a long term contract assignment. The Quantity Surveyor (QS) serves as the on site commercial and technical lead for NY Gas Complex Capital Construction projects, including LNG facilities, supporting the safe, compliant, and cost effective delivery of capital investments through the Network Development Process (NDP). The Quantity Surveyor will ensure construction activities are executed in accordance with approved engineering designs, contractual requirements, and applicable safety and regulatory standards. The Quantity Surveyor will develop and maintain accurate performance data, perform Quality Assurance/ Quality Control, support contractor claims management and dispute resolution, and report on contractor's performance. The Quantity Surveyor serves as the critical field-based liaison between the Engineering team, Project Management, Contract Management Project Controls teams and field personnel to support effective project delivery. This position supports the Organizations's commitment to safe, compliant and project delivery by ensuring contractor costs, schedules, risks, and changes, are proactively managed and independently challenged in line with internal governance, regulatory requirements, and industry best practice. Key Responsibilities Commercial & Contract Management
  • Act as the lead commercial representative for assigned LNG construction projects and frameworks
  • Ensure compliance with contract documents, governance, and commercial procedures.
  • Participate in the Early Warning and Compensation Event / Change Order process, including chairing meetings, reviewing submissions, evaluating cost proposals, and supporting dispute avoidance and resolution
  • Provide independent review and challenge of complex variations, claims, and contractor quotations
  • Support Project Management with invoice reconciliation, payment certification, and validation of subcontractor and contractor valuations Construction & Site Oversight (LNG Environment)
  • Attend the LNG construction site five days per week to monitor progress, quantities, productivity, and commercial risks
  • Review contractor progress against approved schedules and activity plans, identifying potential risks that may impact the project cost and/or schedule. Manage progress of mitigation strategies.
  • Verify site progress through daily manpower reporting, quantity tracking, and review of work descriptions
  • Participate in cost review, risk reduction, and progress meetings with contractors and project teams
  • Support commissioning, performance testing, and handover activities, ensuring accurate as built and commercial documentation Governance, Safety & Compliance
  • Monitor contractor compliance with safety, environmental, and quality standards during construction activities
  • Support site safety walks, coordination meetings, and maintenance of site logs and records
  • Ensure project documentation, change controls, and approvals adhere to internal governance and audit requirements Stakeholder & Project Support
  • Work collaboratively with Project Managers, Engineers, Construction Managers, and Operations teams to resolve commercial and technical issues
  • Provide contract advice, guidance, and support to Project Delivery teams
  • Support schedule reviews, risk management processes, and portfolio level risk identification
  • Drive continuous improvement through lessons learned, post project reviews, and identification of efficiency opportunities
  • Support customer, stakeholder, and regulatory engagement through clear, accurate commercial reporting Required Qualifications & Experience
  • Bachelor's degree in Quantity Surveying, Engineering, Construction Management, or a related discipline
  • 5-10+ years of experience in quantity surveying, commercial management, or cost management on major capital projects
  • Demonstrated experience managing construction contracts in regulated utility or energy environments
  • Strong understanding of engineering, construction methodologies, cost control and schedule management
  • Practical experience working on LNG plant construction projects or comparable process based industrial facilities
  • Proven ability to work full time on site (5 days per week) in active construction environments
  • Strong analytical, negotiation, and stakeholder management skills Preferred Qualifications
  • Experience working on live LNG facilities, brownfield construction, or safety critical sites
  • Familiarity with NEC, EPC, or similar contracting models
  • Professional accreditation (e.g., RICS or equivalent)
  • Experience supporting construction commissioning and asset handover
