Job Description

CONSTRUCTION PROJECT MANAGER
The Construction Project Manager is responsible for planning, organizing, coordinating, and managing Town projects from initiation to completion. Projects include capital improvements, infrastructure upgrades, facility renovations, and/or facility rehabilitation. The Project Manager develops and manages project plans, specifications, scopes, schedules, budgets, procurement activities and coordinates activities among Town departments, engineers, contractors, vendors, and consultants. The incumbent ensures projects are completed in accordance with Town policies, applicable regulations, approved budgets and established timelines. Work is performed under the direction of the Commissioner of Public Works in conjunction with applicable Department Head with considerable leeway for the exercise of independent judgement. The incumbent performs related work as required. Plans, organizes, and manages Town projects from concept through implementation and completion; Develops project scopes, work plans, timelines, budgets, and performance measures; Supports the design review process by collecting, organizing, and tracking input and comments from internal and external stakeholders; Identifies potential conflicts or risks and escalates to appropriate design professionals for resolution; Coordinates project activities among Town departments, engineers, contractors, vendors, consultants, and regulatory agencies; Monitors project progress and intercedes as necessary to ensure adherence to project schedules, budgets, deliverables, and objectives; Prepares requests for proposals, requests for quotes, and bid specifications; develops contract documents in conjunction with the Purchasing and Legal Departments; Manages project budgets including tracking expenditures and preparing cost projections; Conducts project meetings and maintains detailed records of project activities and decisions; Prepares written reports and presentations regarding project status; Identifies project risks, evaluates potential impacts, and develops mitigation strategies; Conducts inspections and reviews contractor and consultant work to ensure compliance with project specifications and contractual requirements; Acts as necessary to resolve problem issues and to keep project on schedule and in compliance with established requirements; Coordinates and participates in site visits and inspections to monitor project status and compliance with specifications and contractual requirements and with applicable codes, laws, rules, and regulations; Assists in the planning and prioritization of projects. Thorough knowledge of project management principles, practices, and methodologies; good knowledge of construction materials, methods, standards, and tests; good knowledge of budgeting, cost estimation, and financial tracking; good knowledge of procurement and bidding procedures and contact administration; good knowledge of applicable codes, laws, rules, regulations, and procedures regarding construction; ability to plan, organize, coordinate, and manage multiple complex projects simultaneously; ability to communicate effectively orally and in writing; ability to interpret complex technical plans, specifications, and regulations; strong organizational skills, sound professional judgement.
MINIMUM QUALIFICATIONS A.
Possession of a Bachelor's Degree in Project Management, Public Administration, Business Administration, Engineering, Construction Management, or a closely related field and two (2) years of experience in construction project management or a closely relate field, OR B. Possession of an Associate's Degree in Project Management, Public Administration, Business Administration, Engineering, Construction Management or a closely related field and four (4) years of experience in construction project management or a closely related field, OR C. Possession of a High School Diploma AND a Project Management Professional (PMP) Certification from the Project Management Institute AND four (4) years of experience in construction project management.
NOTE:
The incumbent must possess and maintain a valid drivers license throughout the course of employment.

The degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside the United States and its territories, the candidate must provide independent verification of equivalency. Pay:
$93,498.00 - $103,886.00 per year
